No one in City government could understand why several Emergency Centers in marginal neighborhood were closed a few years ago, when the short fall to keep them open and funded, was around One Million Dollars Per Clinic.

Now The City Fire Department Ambulance's had to be dispatched to transport people in need of Medical Treatment (Emergency and otherwise), at the City's Fire Department Expense. The cost of the dispatch center, Ambulance Staff and Major Hospital Admission and Treatment was estimated at $9,000 per patient.

A report was filed with the City answering the question, why is they City Spending $10,000,000 a year, instead of finding $1,000,000 to keep each clinic's open. The Answer: Each Member of the City Counsel needed their offices remodeled. Between the custom desks, wall paper, air system, printers, computers,etc. Each Counsel member was given a slush fund of $4,000,000 to spend as they pleased. Around $65,000,000 gone into the pockets of contractors, counsel men and others -- thus depriving quick inexpensive medical help for the poor.
