Us landlords in California had problem with "Most" ESA letter by professionals. I had a tenant that got married and wanted her wife to get a dog. So they had a letter drafted by a UCLA doctor saying I had to allow it! The UCLA doctor had 880 official patients, while her letter writing ESA company wrote over 4000 letter in the first 9 months of that year.
So over the next two years, we got a law passed through out the State.
Not going into those final details, I will let you know the Procedures we are now supposed to follow.
1. Put the Dog/ESA it self on Hold and process the Human Applicants information. Once they pass all of the details and you are ready to accept, THEN YOU LOOK AT THE DOG.
2. In Los Angeles a owner has to pay for an annual dog license.
3. A tenant must maintain Renters Insurance, covering the exact dog/ESA.
4. Has the dog passed an obedience training course. Or, does the human have Proof they are an expert on dogs and have trained this dog to comply with the rules. If so then put the dog to the test.
5. Do they have THEIR DOCTORS Letter?
Now this is the really big part. All of the needed documents have to be at least 30 days old. And have have to prove that the Doctor who wrote the note is their doctor.
