I never realized how much my housing situation was affecting my mental health until the constant worry about finding and keeping a pet-friendly home became overwhelming. A couple of years back, metal health was such an issue in California, that Los Angeles City and County, amount others, dismissed landlords concerns over "rental damage", over the needs of renters with issues.

Then I found it! Property owned by the City and Property Owners who allowed unlimited Section 8 tenants had so much pet damage--that the City paid them off to keep things quit.

Animal control, not any of the renters associations, and owners took this issue up with the State. My example at a hearing: tenant gets and installs an illegal used cloths washing machine, and allows sick mother to use it to clean 1 pair of soiled underwear. Forgets or didn't know, you have to remove all dishes from the kitchen sink and run the disposal for 10 seconds to insure the drain line was clear. Otherwise the sink would overfill, causing up to 18 gallons of water to fall onto the floor--then migrating downstairs, leading mold and $5,000 in repairs.

I demanded this tenant to stop using the portable washing machine, the apartment building had a low cost laundry room.

A judge wouldn't allow me to evict the tenant for lease violations: Illegal Washing Machine

No maintained renters insurance.

Wouldn't pay for any repairs.

I explained that when a tenant had a used or broken appliance, I should make them (1) stop using it. (2) get it repaired. (3) Exchange it for a working model.

The SAME IS WITH RESCUE DOGS! If the dog is a problem: then the tenant should (1) attend obedience classes. The local park offers 8 classes for $150. Or (2) re-home the dog. or (3) Replace the trouble some dog with another one.

The California court understood. If the rescue dog has issues and the tenant refused to go to class to correct any issues, then they should return the dog for another one. OR have an insurance policy in place to pay for damage and any medical bills too.

So we got a Landlord Bill of Rights Passed. If the applicant or tenant won't comply, we could reject them or evict them too. The State said I played an important part showing the court personal responsibility, choices and consequences.
