The world was coming to and end! I had such a horrible situation the City didn't know what to do with me. I actually had a few chips of missing paint around some window frames. Oh my god! This inspection, came to determine if I actually complied this All Known Violation, current and past.

He was pleasant and I passed. So now I have to contact the City's Legal Trust to have their inspectors re-inspect all past/current violations to ensure, there was no hanky pinky.

You might remember that a Chemical Plant near Downtown Los Angeles was operating with deadly toxic chemical in several exterior 2000 gallon tanks, with a faulty broken cut off valve. Since the factory supports the re-election of known City Elite's, the factor was given renewed permits and no requirement to fix any flaws. One Holding tank over heated and there was no way to drain the tank, valves have been broken since 2019. 50,000 (Fifty Thousand) neighbor had to be evacuated and it took almost a week to get the temperature of the tank under control. No fines were issued against the factor and only a warning was given. 2 million spent by the city to control things.

In my case, there few missing paint chips are almost a federal case. Now the Legal inspectors are going into every unit and looking for new items. Also the Head Senor Inspector who just passed my property, is having his inspection of my place re done by others--just to make sure I didn't slide him a "C" note.

It's no secret,

The City refuses to issue any PERMITS for this Property. Why? Because Waste Management Trash Corporation, a 80 Billion Dollar Company, hit my electrical panel with their trash truck and refuses to pay for the repair. The Police refuse to investigate, even though they have my color security Camera's and audio -- with a Dozen Witness. They pay the City a million dollar a year in bribes.

Why would you think = ever it was a good idea to rent a place that is electrically unsafe? Why not just do your duty as an owner and make sure your places are in good repair?

If someone else is at fault, sue them. Let me guess the judge also accepts bribes from WM too

You still have places with Zinsco breakers? That's like three steps below Pushmatic.

Zero (IN). Many moon's ago, I replaced many of my Pushmatic and Zinsco Apartment 240 volt main breakers by removing the old Breaker Mounting Base and replacing them with a 2-pole Breaker Mounting base for Simmons, Murry or Square D type.

NO PERMIT AND NO APPROVAL.

Then the City wrote me an EMERGENCY VIOLATION with a TURN OFF ORDER. The NEXT Day I was in Court. They said I had done a illegal modification to my breaker panels in my Silverlake 16 unit, Koreatown 8 unit, South Side 8 unit and many other properties.

They had an Electrical Inspector, Head Building and Safety Inspector, Department of Water and Power Chief and the City's General Manager.

Then the Judge asked me a question. I stopped him and hand the Judge ask all present their individual ages and professional schooling. They complied. Average was somewhere in the early 40's.

I then said,"No wonder, Young and Stupid"!

Back in the 1950's, too many people with fuses had blow outs with no replacement fuses in Stock. The local store wasn't open until 9am, and they needed a replacement now! So the use of a Penny became popular. Unscrew a dead fuse, pop in a penny and replace the broken fuse, jumping the power. And chances of a electrical fire just went up.

They all said, "Who cares"!

I said the City at that time, City Counsel and Mayor cared. They enacted a new law. You can Remove and old fuse and mounting and replace it with a new Beaker and Mounting of the same rating, WITHOUT A PERMIT!

The Judge and all City employees said I was delusional. I said nope, at 13 I had a Ham General License. At 11,, I took advanced electronics at LACC (Los Angeles City College). At 20ish I got my C10 State Electrical License. I learned from old City Code Books that I still could remove fuses and replace them with breakers -- Still on the Books.

... and here we go again with the false stories.

Before you start stammering and claim all to be true I ask for some kind of proof that ANY of this happened.

The stories just get wilder and wilder. A person gets an emergency order, goes to court the next day AND brings a multitude of witnesses with him? Sure, sure. Also there is no way in the world that everyone in the court room would give you any personal information. That's absurd.

I guess you didn't claim to kick a judge in the head this time so that is a tiny step in the right direction.

Also in my opinion a fuse is better, short term, than a Zinsco breaker. At least when the fuse blows it just dies and doesn't fuse closed or allow side breakers to carry the current.

This is not a false story. When I needed to upgrade my electrical panels, from old screw in fuses to breakers, I remembered from my youth that many panels went from fuses to breakers, without a permit, without an inspection and without any fan fair. So I then looked up the code. Having boxes of old electrical code books, given to me by older retired professional clean out their garages. This is how I reinforced my knowledge of how the City got away with this.

Also in 1973 or maybe 1976 the City required hard wire smoke detectors in all apartments. The Electrical crowd lobbied for the use of Romex instead of using conduit. The City conducted a test. TO install hard wire smoke detectors using metal conduit and then with the finish work took three times longer than the use of Romex and cost more than double.
