What would you do? Tenant’s been in unit for few years, rent controlled. Moved in to space knowing as-is. They now have pointed out paint and want fixed/update throughout because of time and some areas have chips or blister spots due to age. But also pointed at color not being the same in some places like door not same color as other doors. For blister spots can understand fix but colors not matching that seems cosmetic and it is as is. --65.155.xxx.xx |

You have to be a little careful about this one. Chipped and blistered paint can be considered a maintenance issue. The colors are irrelevant. If it is actually looking like it’s run down and it needs paint then do it. If not just touch up the chips.
If the tenant is good and the rent is high enough then painting is not that expensive. Even so I have never painted an occupied apartment. I have had bathrooms repainted. --162.204.xxx.xxx |

It does NOT matter that they took the rental "as-is". When it comes to interior paint, anything prior to 1978 may contain toxic lead. Under Housing guide lines, a landlord must provide a safe place for the tenants to live. If you do not fix the damaged areas, they your tenant can seek legal help, stop paying rent and make your life a living hell! --47.156.xxx.xx |

Make sure there is no raw plaster or drywall where sand and touch up. Some paint stores can make a colour with the paint chips that is close to the colour of paint. Minimum building code standards are no raw plaster or drywall where the chips may be a issue. Tenants have to understand in a rent controlled jurisdiction that a landlord does not earn ones business which means if one person is applying for rental unit or house they can ask for changes but in rent controlled environment rental units or house only have to reach minimum standards not market rent standards. Suppose a hundred people want rental unit or house that is take or leave it. Sometimes tenants visit relatives or friends in jurisdictions that have no rent control where rents are lower and rentals are up market standard. In the end the end tenants get less value for the rent they pay. Alberta Canada is a free market rent jurisdiction along pay no provincial sales tax only federal where the provincial government offer incentives for new builds and converting existing buildings to rentals where the vacancy rate limits rent increases and poorly maintained buildings are soon vacant. In the end landlords and tenants dislike the government intervention. Some jurisdictions have eliminated rent control where rents did not sky rocket where the economy benefited where rental houses and rental buildings were renovated. In the province of Ontario there is vacancy rate of around 5 per cent where landlords are offering incentives for people to move where there is rent control on sitting tenants.
