Sounds as if they may not want to remove the asbestos wrap. Here, we just remove it. They used to sell asbestos blankets to wrap starters with when you put headers on an engine. I bought one before. The house is heated with a boiler. These are maybe two inch pipes then the asbestos added a few inches. Used for the boiler to heat the house. --172.59.xxx.xx

That asbestos won’t affect anything if you remove it. It’ll allow some heat in the basement. You could also get larger fiberglass pipe wrap and wrap over the asbestos if you’re afraid of removing it. --24.152.xxx.xx

The dust that asbestos creates is incredibly fine so a simple dust mask isn't going to help much. Instead use a respirator mask. Shower afterwards to get any fine lingering dust off. Here some people go in with Hazmat suit and face mask with filter which is around 99 per cent efficient then go with shop vac and knife where cut up then put in a plastic bag then use shop vac to clean up remaining smaller parts. If have a very long hose then keep shop vac outside. Once sweep up and cleaned then can buy 3/4" and 1' or later pipe insulation. After finish then dispose of hazmat suit and asbestos. So a lot depends if leave or roll the dice. Asbestos is not very good pipe insulation to being with. In house the used a dust collector for saw where went up in attic then removed all the fiberglass insulation which was filled mold, bugs where had to change clear plastic bags a few times. The waste hauler will not pick up where if mixes with ashes from wood stove it is gone. In Canada a dump will not accept hazardous waste fiberglass insulation where the waste hauler dumps everything in Ann Arbor Michigan where one day that dump is going to severe environmental hazard. Another option is to spray foam where if sell later they may come up. Found in apartment buildings insulating all heating and hot pipes in boiler room and surrounding put more heat in the building where close to high efficiency gas boilers it was hot to begin with. In warmer weather was using the high efficiency gas boilers to heat the indirect hot water tank. In Germany for example they run the heating pipes to radiators where the pipe is exposed. You probably need something like a 4” fiberglass black iron pipe wrap x 36” or 48”. Measure the diameter of what the asbestos ins after it was installed over the pipe. Probably 3-4”. Iron lips is probably 2-2.5”. Google search the images of that. It’s yellow fiberglass with a white paper or cover on the outside. Plumbing supply house will have better options. This is all I would do if I didn’t remove it. No way I’m getting into major abatement with some company over this. --24.152.xxx.xx

Also don't want to create a visual mess. Covering the entire pipe and asbestos seems the right way. Using the correct materials seems smart. Not just plastic and aluminum tape.
