A long term tenant was going to move out within 30 to 60 days. They were the only one paying rent to the landlord/owners. All other occupants were unknown sub-tenants. I advised the owner to follow up all conversations with text messages outlining agreed terms of the departure. This would serve as "proof" of all agreements. Well since the owner and main tenant got along, the owners felt it wasn't necessary to "Document" the departing terms.
Today is March 1st and the main tenant is out, leaving around 5 "unknown" occupants with no place to go. Without proof, the main tenant refuses to continue paying the "rent" since they no longer live there. An eviction attorney will take this case for a flat fee of $2,500, plus costs. The City is requiring relocation cost to the "Unknowns" of around $22,000. The time line for hearing the case before a judge can run as long as 6 months. But in the mean time, the rental will fail inspection, extending the squatters stay by over 1 year. Novice landlords applied simple logic when there is nothing logical to West Coast Hosing Laws.

I think your Freudian slip was accurate:
West Coast HOSING Laws. The landlord gets hosed every time.
And yes, in Southern Cal, you are required to pay up to 22K to compensate tenants for "relocation."
I'm surprised NYS hasn't put this into legislation but it's only a matter of time before they do. Right now they are pushing hard for the Winter Eviction Moratorium which would ban all evictions between Nov 1 and April 15. --64.246.xxx.xx |

Here a tenant moves out then takes key money from the other occupants where here taking key money is illegal. Never accept cash as the squatters will use that as a rent payment.Here a common problem with homelessness is substance abuse. Then there are those who do not take a job under any circumstances. In every conflict Canada never had compulsory military conspriction where if a family member was killed overseas the family did not have severe economic problems. What happened that was the beginning of welfare families where generation after generation stayed on welfare as welfare became a way of life. A woman will have 3 children all with different fathers. As soon they reach school age they have another child. On the main street in town there is store front where people line up for a free hot meal around lunch time. Out front they are smoking cigarettes where some use marijuana. In Canada tobacco, alcoholic beverages and now legal marijuana is heavly taxed. One time a progressive Conservative government in the province of Ontario brought in Work Fare not welfare where after a investigation caught working for cash under the table cut off 3 months then 6 months then for life where 3 strike they had to get a job. The welfare numbers were cut in half where next election they voted in the provincial liberals where they closed the welfare cheat hotline then lifted the ban on lifetime cheats where they quit jobs then for few months a business went out business.
