I have a criminal next door that vandalize my property constantly, I need an advice and good attorney because I can't take it anymore, please help.

Cameras are cheap. If you have wi-fi put up a few RING cameras. Cheap fee to store videos as evidence.

AND talk to the police. Chances are they already know wbout your person of interest.

Exterior lights. Most baddies shy away from well lighted areas.

Some states require you post signs. We post "Smile, You're on camera :)" even on places without live cameras.

We have dusk to dawn lights. Always on when starting to get dark. I don't want them flashing on and off because of a four legged critter. They stay on because of the two legged critters.

Also have cameras covering the entire house. Switched to Blink and have the hub so no cloud subscription.

We have other layers of protection as well, even tho I am in what is considered a safer area.

Get to know your neighbors, all of them, even the criminals. Ask yourself a serious question- in the whole of life, is this really a big problem? If it is really just a neighbor you don't get along with, I suggest privacy landscaping. A thick row of trees, shrubs, grasses and tall perennials can do a lot to mitigate noise, visual annoyances, bring some calm. Of course, native plants, plants that evolved here, will thrive the best, and are greatly needed. Aspen trees are a particular favorite of mine for rapid growth, beauty, and the trembling leaves fluttering in the slightest breeze masks noises. White pines, also fast growing, can create a thick, soft screen, that is so calming. The needles are completely soft, and when planted in a drift, will create a cooler, shady place . My grandkids favorite place to hide, during hide'n go seek, is in the small grove of white pines along the side of my yard. Possibility Place in Monee is a nursery in Illinois that carries lots of wonderful native plants. I've only done mail order from them, but plan on taking a trip down there next year. Midwest natives is a wholesaler in St Charles with beautiful display gardens. They might have recommendations of landscapers.

As so little information was given in the original question, it is really impossible to know if the neighbor is the problem, or, perhaps, the original poster. Vandalizing property can be as awful as someone lighting your garage on fire, to as little as someone scalp- mowing two feet of your yard ( or less. One property surveyor I used said he was involved in a dispute over one inch! )

Trouble with neighbors is cited as one of the main reasons people move.

If it is someone doing serious vandalism, get the police involved, and find a local attorney. Assuming you are a landlord, your local RealEstate Investor's group, Landlord association, Rental Property association will be able to suggest attorneys. And, while you are at it, join those associations. Local knowledge is a landlord's best friend.
