I am not even sure how they would do that, but I would leave the burden of proving that to the applicant. Be aware that Constitutional rights are not just for US citizens. LAPRs (legally admitted for permanent residence) and US Nationals have full protection under the law and full constitutional rights. Someone legal in the US will have a TIN. Citizens would have SSN. I am not sure if citizens can have a TIN instead of a SSN. --98.17.xx.xxx
