Heard something on the news today about a Los Angeles City proposed bill which would require LA landlords to provide air conditioning or fans in their rentals if the interior temp would exceed 82 degrees.

Perhaps Robert J. could chime in with further details.

This current proposal is only for L.A. County, not the City itself.

I just had two different tenants remove my window A/C in the living room, one was 14,000 BTU, an upper unit, and a lower unit had only 12,000 BTU a/c.

Both were purchased and installed by me within the last 3 to 4 years. They were highly rated with high EER's. These living room were only 250 square feet, the the replacement a/c's were rated for 400 to 500 square feet.

They tenants had a handyman family member replace these expensive units with only a 8,000 btu unit designed for low sun and not an upstairs unit.

They filled in the space with old infested wood, not treating it for exposure. When the units didn't cool, they reported me to Housing, saying that I refused to replace the units.

I was ordered to compensate my tenants for heat, and replace these units.

Instead I took a Police Supervisor to one of my Storage areas, where on a top shelf, on a 6' tall metal garage free standing shelves, I had new boxed A/c units from 8000 BTU to 14,000 BTU. Regular, U shape, low profile and extra windows to fit in that building.Single and double hung windows.

I then went to my eviction attorney and started 2 new eviction. Modification of my property without permission. Lying to Housing, making false claims.

So the Free Legal Aid asked me via a direct phone call, how could an old man like me replace an a/c unit, thinking I had no experience. I told the jerk that I have a stair dolly with a lift plate that I can bring up stairs a new unit, up to 1000 pounds, and the old one downstairs, with a lift plate to bring the unit to the windows area.

That the tenant never gave me notice of issues with their a/c. They just wanted a now one, low profile like I gave to a new tenant, so the can see thru the low glass pane. The living room had three windows so this wasn't a real issue. Besides eviction, I'm suing for the value of my units that were discarded. I added the free legal aid to my suit and the City of L.A., who owns and funds free legal aid. --47.143.xx.xx

This current proposal is for LA county, not the city itself.

Sounds like a pretty straightforward answer to me. But that Robert J was called out specifically, its a good occasion for a good, real life example of silly things tenants do to try and get something, when , really , all they would have had to do was ask. Maybe they wouldn’t have gotten the lower profile a/c, but Robert J has certainly shown that he accommodates his customers, when reasonable.

To add to the original answer, a quick Safari search said unincorporated areas of LA county, and landlords could use insulation, shade, efficient design, green roofs, or any other means of achieving the 82 degrees.

Now, I wonder if the council thought about baking, cooking, canning, hair styling, or Grandma running a space heater, when the leaseholder was already hot.
