We are having issues with one of our rentals - we have owned and rented out this nice SFH for 15 years. Every home on the block is well maintained except for the house next door - it wasn't in great shape 15 years ago but has steadily and significantly declined. There is a massive amount of junk in the front and back yard, numerous vehicles, an RV in the driveway and now an RV in front of our house with rugs on our grass - both RV's have electrical cords running to them. The neighbor has repeatedly driven a trailer across our front yard (because he can't get through his driveway). For 6 years we had a young single guy living there who didn't care about this behavior and didn't inform us it was happening. Now we have a single mom with young children living in our house and she does mind. My husband has talked with the neighbor a number of times (mostly pleasant conversations). The neighbor has promised to stay off our lawn and then returns to driving across it. Two weeks ago, my husband erected a 4' picket fence on our side of the property line. The neighbor yelled, banged on the fence for a while and then draped a skeleton/scarecrow figure with red solo cups for eyes looking at our house. My husband asked him to remove the "art". The neighbor agreed but then just turned the eyes of the creature toward the bedroom of the children. Code compliance has not yet been helpful. Any suggestions? --98.175.xx.xx |

If you can't do the following then hire a professional to investigate.
1) Check county records to see who owns the property.
2) Check to see if there is a mortgage on the property.
3) Check to see if there is an active insurance policy on the property.
Then write a letter to the owner about the conduct of the next door tenants, owners or family. Give pictures. Give them a short timeline to clean up their act.
Then file a complaint with our County Health Department. City Housing, Code Enforcement and the Police.
Then alert the Mortgage holder and Insurance Company.
Get the ball rolling.
When I had a partially shared driveway with the neighbor parking cars over the line, that's 3 cars over 5 feet onto my property, I had them towed! --47.155.xx.xxx |

Every town or city has building and fire code laws where contact a building or if fire hazard fire inspector where the building inspector will contact owner then issue building code violations where if the owner does nothing the city will take action clean up then apply costs to property taxes. Sound like owner does not care about house where over time the tenants are already to completely destroy house. Cases like that owner can evict tenants for safety and fire code violations. It is not a free for all in life where when you drive or live in house or rental unit there are rules. I had a neighbor issue at a rental - Code Compliance did nothing until I started sending them regular emails with photos attached. When I mentioned rats due to trash, things started happening and the owner evicted the tenants, but it took MULTIPLE complaints to make it happen.

I had tenant call building inspectors before where always made repairs where a tenant ruined the grouting in porcelain tiles. I seriously doubt that the insurance company or the mortgage company cares about the place.
Unfortunately you are stuck with the guy for a while. You can keep hounding the city about any violations, but you need to be sure they are violations and that the city even cares.
Some places do not have a care in the world for what the people are doing. You might be in that area.
I do not see how you can get him to stop with decorations. But if they are on your fence, and you are sure the fence is on your side only, then you can take the décor down.
You could also drop the 4 footer and put a grudge fence up. That is a fence as tall as allowed with the only reason being the neighbor is not nice. --107.147.xx.xx |

Gosh, we have a house with a shared driveway and a lot of turn over on the house next door. Usually difficult as neighbors but not as bad as you are sharing. First we empowered our resident on how to report issues, gutters, roof, parking, tall grass, fire department doesn't like some parking situations, etc. and instructions to report everything! Pictures help too. Another thing I reminded our lady is "those people are moving" she is always hopeful I'm right and eventually it happened and and indeed they move , the house sits empty for a few months, then rinse and repeat. Here dealing different municipalities they have building inspectors where they have to be paid along with fines provide revenue for town or city. You will only know when go to town or city hall when show pictures then find out if the building inspector will do something. Tomb stone regulation where once people die things change. In the past highway buses did not have annual safety inspection where after a few serious accidents lives were lost where one bus rolled backwards as brakes failed where went into lake people died. Here a highway or city bus is thoroughly tested before public uses where one time was on a bus that was completely electric no internal combustion engine. Here using public transit is 20 to 14 safer than driving as drivers get defensive training on how to avoid accidents.I went through many challenges owning rental complexes where never gave when things were down. I'd try to get Code Enforcement involved in this situation.
It might be necessary to engage in some illegal self-help tactics, but I do not advocate any such activities. Especially in these days of potential hidden cameras!

When I first read the post, I would have bet he was an owner.
You can try to get help from your municipality, but... I wouldn't count on too much. They've already known about it for 30 years.
It seems that the trash is on their property & the vehicles are parked on the public road (other than the rugs). Although unsightly... may not be illegal.
I think the fence was a great move. Might need a taller one, as has been mentioned - along the entire property line. Now that he can't drive across your lawn anymore, it sounds like he's having a little hissy-fit like a three-year-old.
Just like a three-year-old, I would ignore him & see if he gets tired of trying to provoke you.

We had a tenant complain that the neighbor's kids were running through her yard constantly, and asked me to put up a fence. She's always been a little particular, so I wasn't convinced that the problem was that bad. Plus I hate fences--they're a maintenance nightmare. So I planted a nice row of boxwoods along the front property line and some arbor vitae mixed with barberry (nasty prickles) along the back line. Put up some stakes with bright pink string to protect the infant plants while they grew in.
The neighbor tore down the stakes and MOWED OVER the boxwoods!
So my husband went back and put up a hideous 4' high metal-stake-and-hardware-cloth fence. That stayed, at least until the floods came. This was the house where the basement collapsed (see my "catastrophe" post). The one silver lining: the neighbor's driveway collapsed into my yard with the heavy rains, so they won't be cutting across it any time soon! But my tenant was right--they're nasty people. Landscaping. Not just a tall fence, but a nice mixed hedgrow of native trees, shrubs, even tall grasses and forbs ( flowering plants.) I'm recommending you go with plants native to your area, because those plants will thrive in your climate, but also support local wildlife, especially moths, butterflies, songbirds, which we need. And, your tenant's children will enjoy seeing ' Nature, in your backyard.' ( credit to youtuber Anthony, whom I need to subscribe to, so I can properly credit him and his wife for that saying.)
And, me, being, me, I'd offer to help the neighbor. I make suggestions, offer friendly advice, say hello frequently, take time to have a conversation. Most 'psycho' people are lonely, don't have many people in their lives with whom they have healthy relationships. At all of my rentals ( just four dinky houses; don't be impressed) I know, on a first name basis, the neighbors surrounding. I can elicit the behavior I want from them by: 1. Being nice. 2. Setting a good example 3. Slowly introducing the topics that I want them to address. This is a long, slow process. ( applied behavior analysis, basically.)
As a child, I saw my Dad use these techniques to 'manage' a couple of 'psycho' neighbors in our farm community. It is a long, slow process. I benefitted from observing that with my parent, and have employed that strategy from the start with my little rental queendom. Of course, it does slow down the process. It takes time. One of the things I do that is both different from most landlords, and facilitates this 'managing the neighbors' approach is I mow the lawns. I went to mowing the lawns because I like a neat , attractive property, I don't like nagging ( at all!) AND I have houses in not-so-great neighborhoods that I knew needed some support. This summer, I hired my grandson to mow for me while I do weeding, planting, trimming, and recently, lots of neighbor communicating. With the massive flooding we had in our city ( Milwaukee) I had conversations with many neighbors. I got 'the skinny' on what went on with my properties, as well as was able to share some more tips about managing properties to improve the small rain cycle ( which helps prevent flooding.)
Start with some landscaping for privacy. The neighbor's creepy skeleton cannot peer through a thick growth of green. But, make it a design, so it isn't so obvious that it is to exclude the neighbor, rather the focus is on an attractive landscape that INCLUDES nature, rather than excludes nature ( which most mown lawns do. 6x6 - We do quarterly inspections when we change the filter on the HVAC. We knew the junk in the yard was increasing, but the neighbor didn't drive across the front yard during the inspections so we were unaware of that practice. This neighbor actually casually offered to buy our house recently so he could put a breezeway between the houses. I'm in Idaho where we live and let live, His property is his to do with as he wishes, as long as he stays on his own property.
If I had your situation, I would have put up a tall privacy fence a lot earlier, after being very careful that I knew where the property lines were. It isn't as bad having him next door if you can't see him from your house, and he can't drive through your yard if it is fenced.

Robert, when you have them towed who pays that bill? My sister has the same problem with a property she owns in the county 12 miles out of city limits. Shared drive, crazy neighbors, live like slobs, never mow their yards, RV's broken down, 15 old cars that don't run in the front yard and lining the driveway which is a long shared gravel drive. We have told him and told him, MOVE YOUR CARS TO YOUR PROPERTY. He moves it then weeks later now there is a big pick up truck that doesn't run covered with a tarp in the upper driveway so we cant drive back to my sisters shop. What can we do? He lives like a pig and has no respect for property lines. Sis has the place up for sale but his mess is an eye sore to anyone who comes out there.

Never have a shared drive. It only invites problems. Too late for her, unless she wants to put another drive in and maybe build a grudge fence.
Our county has a limit on the number of non-running vehicles you can have sitting outside. Problem is that they got push back and upped the number to ten.
I have had a couple vehicles towed from my properties. I never had to pay the tow bill. Just make positive that you have the right to have them towed or you could be set up to not only pay the tow bill, but the storage bill and any damages that might have happened to the vehicle while all this took place. --107.147.xx.xx |

Are RV’s allowed to park on the street overnight? Check local laws on that. As for him being on the property and the RV rugs on your lawn. Post No Tresspassing signs and put up a security camera. The house my son just purchased is in a decent neighborhood.
But, across the street is that one neighbor. RV in the drive with plates from 2017. Car parked on street without a muffler. Harley in the drive. Yard unkept, debris all over.
But, it is the place the kid bought so he is stuck with the neighbors. Like the house catty-corner which we found out is the meeting place for all the pre-teens in the state, or so it seemed last weekend. --47.248.xxx.xxx |

My sisters shared driveway is something from 40 years ago when a very nice man lived there and sold half to my sis and her husband. Then That man filed bankruptcy and had to move. He sold the 5 acres to this idiot that lives there now and he just piles up old running cars, RV's, non are running ect, he never mows Grass and weeds up waist high. I called code enforcement to file a complaint. They said call them back in 30 days for an update. Its far out in the county so I guess nothing will be done about it. Real estate guy said today the place will never sell with that mess living next door to the property.
