When an applicant says they are "working on their credit" does that mean:
1. They are diligently paying their bills on time in order to improve their credit score.
2. If they have some extra money not taken up by entertainment, they will consider paying their bills.
3. Time to break out in boisterous laughter.

I have a few, more than a few probably, tenants that have been working on their credit for years.
They will be diligent about making payments for a while and then they fall off the wagon.
Miss a couple payments or buy a bunch of stuff on credit and then wonder why their score plummets.
Guess it keeps them at my places longer.
One tenant filed BK last year. She told me it was happening but that it would not cause trouble with us. Her plan of action is to stay renting from me until her credit score is repaired. At the rate she is going I will be long dead before she is ready to buy her own place.

I simply assume that anything an applicant tells me is a lie until I have verified it independently. So I would assume that what they meant was that they can't manage their money but promise you that they will change and manage their money wisely if you just give them a chance.
I equate it with the fat man who promises to lose 100 pounds if only you will just agree to date him. Or the smoker who promises that he will quit smoking. Or the alcoholic who promises that he will quit drinking, if only will give them "whatever it is they are trying to get"

Had one that made good on that effort last year. Under my minimum credit requirements, but not abysmal. Denied for credit. Contacted me about 6 months later telling me it was improved. Got an email for my wait list last night.
Said she is interested in the apartment I have for rent (even though I no longer have any listed).
Then she slapped me with one that is better than working on my credit... cash in hand.
I laughed. Told the wife and she smirked.
Later on, just for fun, I went in and did a free search on her. I stopped at three evictions, two she still owes on. But the big one was the two felonies.
One was Possession and distribution. The other was neglect of a dependent resulting in death.
