Manage a house in a quiet suburban neighborhood. House next to mine got rented out to some tenants. My tenants have reported this to me:

Dogs, barking all night in the alley between our two houses. Loud parties until 1-2 AM, smell of weed drifting everywhere. Tenant sitting in their driveway for hours on end late into the night with their truck idling, having loud phone calls on bluetooth. Their exhaust has blown into my house, triggering the Carbon Monoxide alarms a few times. Truck idling and phone conversations are pretty loud, disturbing sleep. Everything is made worse because my tenants like having the windows open for the summer night breeze, but even if the windows are closed, they can hear everything quite clearly, disturbing their sleep.

They've called the cops on their loud parties, but police said they couldn't do anything about their truck idling because they're in their own driveway.

I've tried talking to their landlord (whom formerly lived there) about these issues, but they keep doing it. Landlord seems to be pretty unwilling despite all the video evidence I send to them. I submitted a complaint for the dog barking to animal control, and it seems to have stopped (for now). I don't want to talk directly to the tenants because I've been told of some pretty loud/violent arguments coming from their house, so don't want to risk anything if I don't have to, and it seems like they're always high (my tenant's words, not mine). But, the tenant keeps idling their truck and having loud phone conversations in their driveway, disturbing my tenants.

What can I do? I'm just trying to get some peace and quiet for my tenants without them getting carbon monoxide poisoning in the house. TIA!

That's a pretty bad vehicle if it triggers the CO detectors in a house.

Probably nothing you can do short of buying the place. I would love to buy the place behind six of my units. The owner puts anyone with cash in there. Never does any work on it and doesn't care about the dogs tied in the yard that reach my places.

It gets down to how much you can tolerate and for how long

Animals who learned to walk on two feet.

Oregon has "right to peaceful enjoyment" law. I would bet CA has that also.

City usually has local ordinance pertaining to the same type of things.

I tried diplomacy, speaking directly with the offending neighbors of my rental -- nothing worked. They had over the limit pets barking 24/7. A chicken hut with a clucking rooster. Kids that did not sleep at night but played basket ball in their back yard, near to my rental.

I informed, by my complaint, to Animal Control, the LAPD police, the City Attorney, the County Health Department and so on. No one cared to help.

So I paid a private detective $500, and they provided me with all of the information on that house. Tenants, guests, owners, management company, mortgage bank, insurance carrier, etc.

I contacted the owner, who told me, "If I contact the owner again, as an attorney, they would sue me. Not their problem"!

So I hired my attorney to send everyone notice. That in 30 days I was going to file several law suits against the owners of that rental, their insurance carrier, management company, tenants, the tenants employers, Animal Control, the police and City Attorney.

During this time my tenants moved out. So when I was ready to file my law suits, my damages would include rent.

So then I switched tactics. All insurance carriers in California had raised insurance premiums. So I filed a Claim with my carrier. Lost rent and legal costs dealing with the noise makers and owners of that rental.

I sold the multis and stuck with SF .... funny thing all the dispute/fighting with neighbors ended.

In the hood they worked it out. Silently or violently. It never involved me because they understood "not my problem".

Most of you out there are not in California, where nothing makes sense. But if you happen to see the news on the Illegals living in CA, almost every day ICE raids a Home Depot, Walmart, Marijuana shop -- catching between 20 to 100 illegal workers. Arresting them without warrants.

The last raid caught 20 under ages Latino children work as slave labor. How could this happen?

Well with LA a statuary City, anything can go wrong and does. The Mayor and others say they want to make LA the place for migrants to flourish.
