Take pictures. Inform your neighbor he has to remove it now. Then get an attorney to file a motion to have it removed.
One of my tenants, a 57 year old women, never married and no kids, has a back door with no steps. There were removed to make way for a larger parking area. So sometimes a guy with a truck and tall ladder try to break into her apartment thru this old door, now covered with a screen on the outside to keep bugs out.
So I caught someone trying to break in. The police wouldn't answer the phone or take a report.
SO I purchased a coil of razor wire. Sharp as a razor blade. I installed it between the fixed screen and outside rails to make it safe so inside people don't fall out. On day while drunk, these guy tried to hit on my tenant eating at a hip joint. She drove home and the guys showed up hours later. Again with their truck and a ladder they tried to break into the rear door, second story. One reached for a wooden brace. Came in contact with the razor wire and lost two fingers. I know houses can be very close to each other sometimes.
Is this erected on his land, but where someone on it could have a view into a room in your house? That seems most likely to me.
Obviously he would not be permitted to lawfully do it on your property. You would have already called the authorities.....right?
So, if my evaluation is accurate: Don't you have shades / blinds / curtains on your windows? if not, install them & use them.
Now if someone could truly GET inside, not just SEE inside, I think it must be on your property without permission.
While waiting for police & courts to do their thing, I would make sure the house & especially that window are protected with a security system with a loud alarm & monitored.
I would not be above placing something injurious in their way - on YOUR property.
However: if you damage the scaffolding, it would probably end up with you in trouble. So don't do that. Don't "stoop to their level" while protecting yourself, your family & property. Just because it's the best way to be and have a clear conscience - and if anything ever did end up in court, you want to look like the good guy / offended party / smell like roses.
Clearly you already have bad blood with this neighbor. Do not go speak to them in person, but send a letter asking the purpose of the scaffolding (if there is not obvious work being done), and the expected duration. State your concern(s) so it is recorded.

What are we missing?
How does someone erect scaffolding on your property without your permission and not get caught and stopped?
Does it not take time to erect scaffolding?
Is there work being done on your neighbors' house?
If so, how close are the houses?
Did this neighbor ask permission to be on your property, you said no, thus not allowing them to make the necessary repairs to their house, and therefore they have decided to just do what they have to do?
Are you just being paranoid?
Have you been at odds with this neighbor?
Why would someone choose to erect scaffolding to get access to your window when a ladder would be quicker and less obvious in a moment of quick entry?
Just seems to be some missing information that would possibly help guide response. Otherwise, everyone is just speculating and could give the wrong advice. --73.19.xxx.xx |

Those suggesting razor wire and something injurious to the window are setting you up for a law suit should someone get hurt. I forget the legal term but one of my forest land owners group we talk about this regarding trespassers. You can't dig a pit, set up razor wire, land mines, etc., on your property. “Mermaid” can be quite a lovely rambling rose however, the thorns are long and sharp and would certainly deter people from climbing in windows. It does like to grow unchecked, so you will have to trim it quite often and make sure you wear leather gloves and use sharp rose trimmers.
