The City is trying to put an apartment building of mine into their (REAP) Rent Escrow Account Program, for not bending over backwards and taking it in my rear end. They claim that their Head Inspector visited my property, and I refused to complete repairs. And the Chief Inspector signed his name to the Affidavit.
My brief response, only a 8 page report in small print, outlines my multiple phone calls and meetings with the Head Inspector and two of his inspectors. That what they "claim" as code is only a "want". And how the Head Chief inspector could not prove that a required repair is "code" or "legal". He promised to investigate and provide me with a printout of this so called violation. Instead he and the City Attorney tried to confiscate my guns, get me arrested and have Restraining order in place -- so I can't go to my properties nor supervise repairs. But the failed at three hearings before a Judge. And now I'm set to go to a General Managers hearing about "non" violations, and so called dangers for a units tenancy. That unit has been vacant for months, so no harm can come to anyone living there. --47.155.xx.xxx |

I've belonged to California Apartment Association (caanet.org) and California Rental Housing Association (cal-rha.org) for several years. I've attended several of their conferences and have friends that own rentals in the city and county of LA. Some are contractors; some are solely investors and a few are big time investors with portfolios that include a couple 30+ story buildings. I know the founder and current president of the AOA, Dan and Jeff. Jeff lives only a few blocks from my home. While the two from AOA are smart and keep up with issues, their crack eviction Attorney Dennis Block (I've been to his home some 10 years ago) is aware of all of these issue and his 28 attorneys are hired weekly to attend Hearing with the City of Los Angeles.
Dennis Block had Gary A. represent me in another REAP case. He, that attorney Gary A. could not believe non-sense Housing was throwing at me. That since the City sent the notice to the old owner and I didn't respond in 10 days, I LOST MY LEGAL RIGHT TO PROTEST OR HAVE THE CASE APPEALED. I hired the Law Firm of Dennis P. Block and associates to win my REAP case and sue the City for their actions. Once we won, I was not taken out of REAP and paid fines for doing nothing wrong. Then Block decided they would not be my attorney for any lawsuit concerning this case and property.They had been threatened by the City. Block has around 50 to 80 filings for eviction every week. So if he represented me, he would get the worst priority, last.
So if you think I'm making up these stories, you can call the AOA, the Law firm of Dennis P. Block, or any other apartment classification in L.A.
You see I'm the only landlord who was a Jeweler with Permits to Carry, taught by Bill Superfoot Wallace martial arts, have a fleet of fast cars and I defend myself against those who try to wrong me. I was once associated with Sampson Investigations in Encino, CA. I learned the rope to be aware of my surroundings and evade trouble.
I testified several times in the US Attorney's grand Jury against Mobsters. And someone dropped a dime on me as the rat-fink. My expenditure for ammunition that year was sky high.
You now have Dennis Block, Dan and Jeff Fowler from the AOA, Bill Wallace and others to confirm most of what I'm talking about.
And yes, I thought I'd have a nice retirement. But I have to keep my contractor licenses active. The State of California now passed new contractor rules. They don't believe a contractors filings and assume they have employees. I think if I lived in CA and the city/county had my name on a list, constantly harassing me as you claim and making it harder to do business, I would think about cashing out. Further, if I was at retirement age (or close to it) as it sounds like you are, I wouldn't think too long about cashing out. Even further, I think I would move to a more friendly area that aligned better with my beliefs and live a simpler life.
I get it, there's ties to CA. Family, business (that's soon to be sold), friends, etc. At what point do you say enough is enough though? Never? CA has been HEMORAGING people and businesses for years now. I don't see that slowing down any time soon either. Maybe you should join them? I purchased my first rental on my 18th birthday back in March 1978. This was also the year that L.A. Started Rent Control and founded the Housing Department division to harass landlords. It wasn't until the late 1980's did negative things start to appear. Then when the iron curtain came down and the San Fernando Valley of LA started to loose aerospace jobs, did house have to take negative actions against owners to create a new income stream. This was the beginning of the 1990's. Then in 1992 we have the LA riots due to the police beating up Rodney King. Thin in 1994 we had the Northridge earthquake. Loosing 500,000 jobs, 1 in 3 homes had major damages -- did LA start to adopt NAZI tactics.
Yes I wanted to leave. But as the Manager, owner, partner and contractor for hundreds of partnership property UNITS, I had responsibilities and family to care for too.
One partner family member, who had an over 50% ownership, decided to convert our residential holdings to commercial. That worked out nicely. They another family member, with my same last name, moved us out of smaller properties into major housing. Like Student Housing, Senior Housing, etc.
Then my stuff, ranging from homes to 16 units, some larger (19 units, 20 units and a 40 unit) kept on trying to build up the income so upon sale, I could get top dollar. But that wasn't ever going to happen. Housing created 42 new rules making that impossible to sell anywhere near to market value. Restrictions, codes, etc.
Having an Econ degree, accounting degree and business degree, I work the numbers. Looking at sales cost and taxes.
If I keep the current tenant makeup, getting under market rents, my pre tax sales are low. Would you rather wait out the storm and slowly work towards 30M or accept 15M now less 7M in taxes? --47.155.xx.xxx |

Here if tenant lives in government owned rental unit the building inspectors are reluctant to go over as government agency is going against another government agency. One building had a problem with hot water system where it took close to four months to fix where government buildings are exempt from rent control which means tenants could not apply rent reduction as there was reduction in service. Government owned buildings have a bad reputation compared to private sector rental housing. robert i am a contractor in ca for 30 years now and your understanding of work comp is isimply wrong. if you have no payroll you pay a nominal policy charge. i am exempt now so i pay nothing. i haven't once heard from the license board in 30 years except to get their renewal notice. the rest of your story is not surprising to me...calif has been careening into the toilet for decades. folks from other states have NO IDEA of the daily BS that streams from sacramento and MOST RECENTLY THE COUNTIES AND CITIES AS WELL. keeping up with their new laws and reg's is simply impossible. yall need some background on the specifics of california. what some folks may not know is that in california we have prop 13 which limits property tax increases year over year to 2%. that makes a property held for decades a plum as regards the expense profile...if the place you bought for 100k goes to a million, AND THAT'S COMMON, you still get property taxed on the buy-in plus 2%. the SAME house next door can EASILY be paying FIVE TIMES the yearly tax. that makes moving that investment a tough choice. our boy robert COULD simply 1031 one of his LA properties to a county with no bolsheviks or the rent control LA has in certain cities (san diego, OC, SLO), but he loses the favorable basis. if it was hundred or two a month no big deal but in my case i have stuff i paid 90k for that would sell in a minute for 900k. that makes the swap a push. landlords live in the land of cash flow. my restricted property tax increases are an advantage new landlords do not have. roberts problem is Los Angeles...AND LET ME RUIN YOUR DAY BOBBY...IT WILL NOT GET BETTER. at some point we roll up our tent and buy our peace. just as you couldn't pay me to own and operate in San Francisco the LA complexion is not much better. i know a couple of landlords that got walloped by the LA covid moratorium. 1 lost the property. --67.63.xx.xxx |

The City main library annually asks for book donations so they will have a wide variety of literature for students. Then the City will auction off those books and thousands more. I went to a library function where they were offering books as low as 1 Cent. Most books were priced at $0.35 to $.50. So at that event a pile of books were not sold to looked upon. The bad batch. So I made an offer. I would pay a pile of unwanted books for $0.20 a book. The counter offer was $50 for the lot.
Then some times later, with the internal flap of the books saying it was library property and fine of $100 if not returned, I gave all of the books to a Learning School for the mentally disabled. The City came after them for thousands is fines. This was our plan. Why? Because the State of California paid the City some like $16,000 per student per year. But had no program for the mentally disabled. They passed on $5,000 of the $16,000 so the disabled school could teach them, keeping $11,000 for themselves. Once the were fined thousands for not returning the books, I presented my check for the purchase and donation. That disabled school then and room for a hearing before a Judge. The judge raised their payment from $5k to a higher amount. All because of City greed. --47.155.xx.xxx |

I used to buy old used moved from Blockbuster when they reduced stock. They still had the Blockbuster sticker on them. But, oddly enough, Blockbuster never sued me for having them after they sold them to me! Weird...

6x6: That's the problem with his posts -- convincing people like you that this is normal behavior in CA and blaming it on CA.
We've discussed it many times. He appears to bring these problems on himself (when they exist at all). Robert J could own in the middle of the most bright red state in the country and I guarantee that he would still have these problems.
Other landlords from California and even the LA area have replied in the past and said that it is nothing like that for them.
So, you still blaming CA for Robert J's issues is you drinking the Robert J KoolAid. It's not reality. It's not a CA problem.
