Have a rental trailer in Florida. Tenant has been in for 10 months. Now requesting a handicap ramp. Has one artificial leg and can walk. At other times he needs to use a wheelchair. Who is responsible for the cost of the ramp? Is he considered Handicapped?

Where I live the resident is responsible for the cost. I can be a part of the process but they get to pay for it. I just have to allow the changes. Oh and they have to restore to move in condition at move out. --172.59.xxx.xxx |

Same in Michigan. He can pay for it -- but must be approved and to code (i.e. don't let his brother's friend build it with no permit).
And, at move out, they have to return to original condition or, at your option, leave it (in case you like it and see value in it).

If Tenant requests special accommodations like a ramp, you must allow but it has to leave with them at end of tenancy with property restored to original condition.
In my area, ramps do not require permits because, according to the inspector, they are often needed suddenly (strokes, car accidents, etc.) --108.4.x.xxx |

Yes I know he is handicapped. An issue came up with the management of the mobile home park. And we might need a legal person to answer this. Is this person, under the American Disability Act considered Handicapped? Considering mobility has been restored. As you know, a hurricane just struck Florida and this mobile home park. A priority was established as to who would get repaired first. This person did not get at the top of the list. --73.18.xx.xx |

Allan,
By Federal Law the owner must allow REASONABLE ACCOMODATION. Ramps are very common and should be in a proper lease.
You can charge an extra deposit to insure the home is rehabbed if the ramp is removed.
There are TONS of agencies who will build this for free, especially if he's a veteran.
Boy Scouts are always looking for an Eagle Project.
Agency On Aging here. Church project. My sober living homes do community projects.
He might be eligible for any cost thru Medicaid or disability.
For a small ramp we provided one from Harbor Freight. Gotta use security head screws for the aluminum ramp.
Code requires 1 foot of ramp for each 1 INCH of height so a 3 foot high porch needs a 36 foot long ramp. (usually 18 feet zigzagged)

A 70 year old couple has now major medical issues. Under reasonable accommodations,the City wants me to do major modifications to the entry to my apartment house. I went to a City meeting was NOT allowed to speak. So rejected the City's plan.
I told my tenants that I have a proposal where I, as a contractor, would trim away their front hedges and install a ramp in that dirt area. There it would not effect any of the other tenants, and a new hedge would cover the ramp from the street. I have a moving ramp, aluminum, with a no skid surface mat. I told my tenants that if they got a Liability Bond and paid for the parts, I would donate my labor.
I gave my tenants a rendering of what it would look like finished. The City rejected my plan, but would okay it if the City's contractor built it. My price was under $4K. The City wants over $20,000. What a rip off.
SO I just gave my tenants an eviction notice and sent a copy to Housing. Unless my tenants resolve the issues of the City being the bad guy and causing all of these problems, I don't need more of that so either the City lets up or my tenants must go. --45.76.xxx.xx |

Since this has to be Professionally installed to code, you can request a copy of the final bill showing who installed the ramp.
