iA passport is good for identification where can verify that is the person. A person with a criminal record will not be allowed into country. The best way is three pieces of identification. If they have a job than most companies will run a background check and credit check. A common trick is to change one letter in surname where credit report comes back no identity. I put up yard signs to try and get more inquiries because it appears no one is moving.
