It is time for a class action suit where that is unconstitutional. Suppose they were going let people walk out of a grocery without paying than a week later the workers at the grocery store would find out they lost jobs as the grocery store closed down. Unless I'm missing something they have to pay to stay, and yes hardship was further defined in 2019 to include the unhealthy who might be bed ridden and families who would otherwise have to interrupt juniors school year.
