Water, because that's the hardest one to get and you use a lot of it to fill up your kiddie pool. Unless the neighbor's house has an outdoor spigot.... then it's game on with the garden hose.
Heat/Cooking: just set up the ol' charcoal BBQ indoors and fumigate the place (and maybe burn it down).
Electric: run an extension cord across to the neighbor's house where the LL pays electric and back feed it into the system via a wall plug.
Today's answer brought to you buy: "Things I've personally seen people do." This happened at a tax lien house I bought. Neighbors next door on one side were lighting a charcoal grill in the living room and ended up burning their house down, melting the vinyl siding on my house. They were also in cahoots with a neighbor on the other side of my house and running a back-feed from an extension cord into a wall outlet. The cord went right across my yard. I reported this to the cops, but all they could do it make them unplug it. I circled the neighborhood and came back later... there it was again. Probably should have reported to the utility company so they could declare the house a hazard and immediately evict them, but they burned it down the next day so... the problem sort of solved itself.

Power? Remove the insulators from the back of the meter or jump it out and it’s on.

When a utility belongs to tenants they treat like there own where if included consumption goes up to double or triple. Unpaid utilities and unpaid rent go hand in hand together where they can keep looking. Electric is the most abused utility along natural gas then water where it is better to have all separated out completely. On amazon can buy water meters where can configure into rental unit then will monitor water consumption. If they can not sign up for utilities that is red flag. For those who have unpaid utilities then the only option is housing as a last resort where here it called community housing where the housing authority has always had a bad reputation. The reason I asked the question was because I just picked up a house at a sheriff's sale (first ever). I actually met the squatter, who was good enough to show me around and offered to give me a copy of the key (yes, he was a few bricks short of a load). As he showed me around, I was surprised to find the house in quite good condition, and one of the utilities actually on.
And the prize for the correct answer goes to...Wilma and Plenty! It was the electric!
The house was littered with empty water bottles. I think he was showering somewhere else.
As I thought about it, it made sense. Electric can do everything that gas does, but not vice-versa. So maybe he had more bricks in his load than I thought! --104.230.xxx.xxx |

My guess would have been electric if only one utility. Water would have been second. Gas would have been behind wifi.
Amazing that the squatter was so helpful. Maybe keep the locks as they are so he can show the place for you.
