I spoke to an HVAC man who just moved here from CA. He said he moved now because CA we going to implement an exit tax! Thinking on it and reading all that goes on in CA it sounds plausible.

California does a lot of things that are pretty marginal on the constitution. And taxation usually isn't so much a constitutional issue.
