Across the street from one of my duplexes (and a SFH that we are rehabbing) is a duplex that was recently purchased by an owner occupant from the next large city over (Syracuse) She rents out to relatives and friends.

She puts hideous plastic sheeting over the large wraparound porch (old 1800's style house) in the winter and when spring arrives, she has various soirees advertised on her social media accounts to come and party down (to very loud "music") at all hours of the day and night.

My downstairs tenant (who can be a whinger at times) has complained in the past about the loud music going on 24/7 over there and the mess generated by their parties (plastic cups, trash blown all over the street)

Oddly enough they haven't raised her assessment although they have raised practically everyone else's on the street.

I have heard the loud music myself during summer of last year and a poor dog that is tied up to their back fence having to put up with it all. The animal warden of the town couldn't care less and went to great lengths to excuse it all.

The woman is from a protected class so I fear authorities are treading softly. IOW if I did this, they'd ticket me for sure and raise my assessment/throw code violations at me.

How would you handle this? --64.246.xxx.xx

We have a major problem in RI for loud music and rage style parties. We report them to the police and our city council as well. We are trying to change the noise ordinance from 250 ft to 0 ft unsuccessfully. Some of the property is city owned. Not a good use of my tax dollars This loud music is often day and night 24/7 in a foreign language. The loud thumper base has shaken my house with windows closed resulting in migraines. If it doesn't quell, the next stop is hiring private council for a civil lawsuit and going after the property owners for punitive damages. --172.56.xxx.xx

In my town, I would tell the tenant to report it to police, who would then drop by and issue a municipal code citation if necessary. That would give me what I need to evict based on violation of local ordinances.

But it sounds like your town won't do this. If that's the case, then your choices are limited. You can either just ignore it and tell your tenant that your hands are tied, or you can non-renew their lease, or you can sell and invest elsewhere.

Not every town is a good place to invest. Towns with authorities who won't uphold the public peace are not good places to invest, and a leopard isn't going to change his spots. --184.4.xx.xxx

Sorry, I misread... the person causing chaos lives across the street.

So you can eliminate the "evict" solution. It sounds like you and your tenant are going to have to live with it or move/sell. --184.4.xx.xxx

Tell her to call law enforcement, nothing you can do. Can't control neighbors other than legal action. Maybe if your tenant calls AND you call separately (don't tell your tenant you are calling) and maybe 1-2 OTHER neighbors call, police will take action.

Yeah, same thing I tell me tenants who complain -- even about other tenants. When it comes to noise, if it is so loud that it is a nuisance, then call the police. If the police says it isn't an issue, then it isn't an issue.

I don't think there is any immunity to peaceful enjoyment, so police calls will be needed - helpful if the dispatcher can hear the intensity from the phone call/s. after 3 visits a call to a news team may bring more unwanted attention over there. --76.190.xxx.xxx

Well them both.

Tenants are getting more rights than landlords.

City does not care.

What do the people playing the loud music not like?

6x6 My guess is they hate classical music so if I were living there I would blast classical music in response at the risk of cops giving me a citation and not them (highly likely) --64.246.xxx.xx

I agree with many different people complaining, and then the local media.

Keep track of all the complaints (when, what, by whom) to give that info to the police chief.

Then, if need, give it to the media. --68.229.xxx.xxx

Look up the local noise ordinance and determine what is not enforced. Be able to refer to ordinance 123.46 or whatever. When you do that the officer has to do their job. Another tack is to represent it as a known drug location. Maybe the detectives care more. If you have a council rep bring it to their attention. If no one says anything, nothing will change. Your place across the street will continue to be dragged down by this nuisance property. I had a hard time renting a place where a nearby neighbor blasted music from his car, and I could see prospects react when they toured my unit. The police don't like to respond to car music because they want to assume the vehicle will move. It took several tries to get them to do something, but they did and the guy toned it down. Basically it got to the point that the officer didn't want to be disrespected, so they say don't make me come back. Good luck --172.59.xxx.xx

Buy the place.

Problem solved.

Contact the owner and explain that some of the neighbors are starting to complain. Don't pin it on any single place. Then explain that they are going to start calling the police about it. None of us wants that. Bringing the police presence in the neighborhood might be bad for some of the party goers.

I had a neighbor years back who left his dog out all the time. It literally barked all night. I finally got his number and left a voicemail stating that I couldn't sleep because of the mutt. Said I didn't want to bring the cops into it but I needed to sleep. He moved or removed the dog. Found out a year or so later that he liked to smoke weed. It wasn't as popular and the popo weren't as forgiving then. --107.147.xx.xxx
