The letter of employment states the job title, relocation expense policy,salary, pay dates, and any probationary period.

I have approved applicants with a signed offer letter. These are usually a relocation so there is previous employment history with paystubs or a graduating senior from college beginning their first full time employment job. Like Still Learning, I will accept a "real" job offer for qualifying income.
They also need to have a good history at their previous/current job - and paystubs from it. Or, if a recent graduate - that's OK, too.

Check with the personnel department for the new job. Do not call the phone number the applicant gives you for their new boss. Open up the phone book, find the phone number for the business yourself, and call and ask for the personnel department.
