A broken water line should be covered by insurance. There must be more to this story. How is a broken water line neglect?

Train your tenants on how to find and turn off the main water valve in case of emergencies like this. Then make it a lease violation to pile their junk near it or in any way obstruct access to that valve. Also make it a lease violation to fail to notify landlord of any water leak, no matter how small.
