I read that. If the fine for violating the law is smaller than the profit gained why would any logical person not just pay the fine and do what you want, cartel or not it's a business decision.
This is only one of dozens of examples. When a state loosens up on penalties for breaking the law because they feel sorry for the perpetrators this is the outcome you get. Just as well get rid of the laws that have little or no penalty. That includes stealing less than $1K which is the other hot topic in this same vein. --209.205.xxx.xx |
