So I cannot speak for VA, but I will provide some general input. I called a lot of local banks and CUs in MI about HELOCs and HELs on rentals. I only found two that will do it and they only did it for a year and then stopped. The other one had astronomical interest rates (8-9%) and this was around 2016-2017.
I've had to use non-portfolio lenders to cashout refi completely. as they won't accept 2nd position. --50.4.xxx.x |

No, at least not mine.
That's why I bought my last house in my own name - because I want a HELOC on it, once it's rented, to releive the HELOC on my personal home I've been using for business.
