NYS proposing, in light of the downstate apt fire (tenants using space heaters close to combustibles) that temperature monitors be installed as a requirement when (for now) housing subsidized tenants.

I write "for now" because I'm sure it will be mandated statewide with or without subsidization. The theory is that the poooooooor tenants are living in ice cold apts because the eeeeeevvvviiiiiil landlords aren't fixing the heat.

I can tell you from my own experience and from having worked in the Section 8 dept of a mid-sized city that most urbanites can NEVER have the apt too warm. When the temp outside dropped below 65, we would get inundated with "no heat" calls. At which point we had to state that:

1. 72 is "room temperature" not 85

2. just because you don't hear the furnace running, doesn't mean it is broken. there is such thing as a thermostat and cycling.

Just recently, I rented to a tenant from the city and she, despite having the boiler system at full crank, was using space heaters. It had to be at least 85 degrees F in there. Hubby was literally sweating.

Same tenants refuse to put on a sweater and go around in shorts as though it were summer out. --72.231.xxx.xx

Had a great tenant in a townhouse. She had an issue, don't recall now, so I went over to take care of it.

She was walking around in shorts and a tank top, mid winter, heat cranked up so much I doubt there was any way to go higher.

She spent the entire time complaining about how expensive the electric was at her place. I can't tell you how many times I tried to explain to her that if she would just put on a pair of pants and a regular shirt she could turn the temps back to a normal living range.

She ended up moving maybe a year later and said the high electric bill was the main reason. Found out later that she had the same problem with the next place as well. --107.147.xx.xxx

It is better to install a high efficiency wall mounted gas boiler in the rental suite where boiler will vent directly through the wall. The tenant will have complete control of the heat where they can leave the windows open then crank up the heat then the next month they get the natural gas bill. One time had a tenant complained about heat where went in with a thermal camera then check the radiator which was working then the window was wide open where the tenant wanted the heat to be turned up. With a Tekmar electronic boiler control there is precise temperature regulation where the cheap indoor outdoor control will turn up heat when windows are left open. High efficiency gas boilers have a outdoor reset where the temperature is set by the outdoor temperature. What happens is the boiler is constantly running but at a lower output. Showed the tenant that the boiler was constantly running. It is the most important investment where they control and pay for the heat then there are no complaints as when they call building inspector it is up to them. It is going to minimize global warming where the tenants are going to live with new reality. --72.0.xxx.xxx

Yeah, I used to have to remember to bring a t-shirt to work in when I would visit my Sec 8s in the Winter. One time it must have been 18 degrees out and as I approached the front door the condensation was streaming down the inside of the glass panels. Eighty plus degrees inside, kids in just diapers and dad in just shorts and a tank top.

The problem is, tenants have a very short term mentality. Cranking the heat up raised the heating bill, but that bill aint gonna come for weeks, and then they have weeks to pay it, and if they don't pay it the company still won't/can't shut it off. If they had to put a dollar into a bill changer in the wall every hour it would have an impact on them. I remember reading about an appliance dealer who sold fridges financed over time. He had a coin box rigged to the fridge, and if the purchaser did not put a quarter in each day the electricity would cut off and their food would spoil. Genius! --73.141.xxx.xxx

Robert--NO to the wall mounted direct vent boiler. I have one and it has cost me thousands in maintenance since it was installed four years ago! Read up on them, nothing but trouble. Here in Philly, the gas utility offers all kinds of service plans on gas appliances-----except for wall mounted boilers. They know better, they won't touch them. --73.141.xxx.xxx

I need to find a thermostat that only works in degrees Kelvin. So when the tenant's rental is 75 degrees F, the thermostat will read 297 degrees K.

High efficiency wall mounted gas boilers are like a high performance vehicle which require maintenance. Installing a air and dirt separated is essential as any air or sludge in the heating system will cause problems. If installation is done properly then with annual maintenance will get 15 years or more out of a gas boiler. While a cast iron gas boiler will last longer along with less problems as there are fewer parts. In the apartment building was using two high efficiency gas boilers all year round which is going to life expectancy as the gas boilers were heating the indirect hot water tank. Vehicle manufactures will be moving to turbo charged engines where a smaller displacement engine will have more power then a larger displacement engine. Those people who drive more then 5,000 kilometres without changing oil and filter will encounter the turbo charger to fail as lubrication is essential. So any money spent will have to get the money back then some. When tenants pay directly for heat the boiler is going to last longer as after they get first gas bill then windows will closed up tight along with heat turned down when they are not there. The other option is to high efficiency split heat pumps for heating and cooling then the tenant controls and pays for utilities. One of the problems with high tech heating equipment is some contractors are reluctant to attend seminars on how to service and repair high tech equipment instead of bad mouthing it. A high efficiency gas boiler is low mass where only holds about 3 to 4 litres of water where that water has to through at a fast pace so any air and black sludge will cause problems. Found when tenants are paying and control heat there was never a complaint about heat. Like the one who wanted more heat in February where the window was wide open. Showed her that one of boilers was constantly running along told the heating system was designed to heat the building not outside. --68.69.xxx.xxx

I have baseboard heat in a number of apartments. Each heater has it's own control.

I can't keep a count of the number of times I have driven by and called or texted the tenants to tell them a window was open in the dead of winter. Rarely do they say they didn't know. Most times they blame it on a kid. They pay the utility bills so I guess it's no concern to me unless they leave the windows open when it snows.

I pay water at a lot of my duplexes and have considered running a new line with second meter many times. --107.147.xx.xxx

Usually those who open windows during the winter months smoke cigarettes where they need to purge out. If used commercial Uponor pex where a special tool is required then run up 3/4" line for hot and cold then can buy meters from amazon then will know what the consumption is. Here the cost of electricity is high where it is extremely difficult to rent with electric baseboard heat. --68.69.xxx.xxx
