Their criteria, while detailed, will not give you the "golden nugget" to reject your applicant for their phony claim of the pet being an emotional support animal. For that you have to dig deep into your State's, City and Federal guide lines. This is not an easy one.
In my City, Los Aneles California, all "dogs" have to have an annual license. So around HALF of my applicants can't product a current valid license. Rejected and rented to someone else overnight before they can comply.
Another on is their "dog" breed on any dangerous watch list. My property owners insurance has exclusions on so many breeds. When an applicant tells me their dog is a mix between poodle and sheep dog, but it looks like pure pit-bull, I ask for an official determination by their dogs long term veterinarian, as a snap a picture of the dog on a lease to my applicant. Then email that picture to my licensed animal expert for their opinion. Pit-bull, rejected.
So by my two examples, you can make a long list of reasons you can legally turn down a pet masquerading and a "emotional support animal".
One time I was reported to an animal activist group for not accepting a allowable legal animal into my rental. It only took that applicant three weeks to get the information together to present to the animal group. When I was contacted by that group, I asked to speak to their attorney of record, because they will not care what I say but what I do. Like sue them for harassments. They knew at the time the applicant applied, they didn't have the dogs proof of a license, vaccinations and no regular vet. It was a rescue with no papers. --47.155.xx.xxx |

We now forward whatever the applicant provides to our local Fair Housing office BECAUSE they are against scammers. Talk to your local office.
I suggest EVERY LL, no matter how small, to get to know the folks at your local office. Let them know you are reasonable and trying your best to comply. Hopefully they will call if their is a problem rather than file a complaint.
I tried petscreening.com and they said my fake entry qualified.
My app states “Misrepresenting a service animal is against the, comsidered fraud and is subject to large fines and possible jail time “. 20+ states have this law.

PS I’m seeing wording that the official letter must be from a Mental Health Professional. No longer from a general physician or a social worker.
BUT...EVERYTHING depends on your local Fair Housing Board of Directors.
