Commissioner's solution to homelessness? Let the unhoused move into your home

MIAMI — A Miami councilman fed up with homeless people living in tent cities in public parks proposed an ordinance and has suggested that advocates for the unhoused let them live in their house. "I'm sure many of you here are going to jump right up and stand in line to be the first to help," said Miami Commissioner Joe Carollo, who is behind the controversial measure and is running for re-election. Under Carollo's "adopt-a-homeless" plan, the city would lean on private residents to take individuals experiencing homelessness into their homes in exchange for providing a stipend for utilities, much like state-run foster care programs. Carollo's proposal is set for a vote Thursday.
It came about during a contentious City Commission meeting two weeks ago where he sought to pass another ordinance that would outlaw homeless encampments and lead to the arrests of many living on sidewalks. Dozens of protesters against the measure had taken to City Hall with signs that read: "We are human. We are not TRASH" and "housing over handcuffs."
Move those homeless (aka meth zombies) into the free housing advocates homes!

The State will ask the Fed's for $5,000 per month to help pay the homeowners, but only pass on $1,200 -- keeping $3,800 to administer the program. I've long advocated for this. But the problem with this--as with pretty much every other "demand" people make from the Govt--is they want everyone ELSE to provide the thing (housing, clothing, food, healthcare)....whereas they themselves do little to nothing.

I would personally and financially support public camping spaces with bathrooms and showers to be funded by either local taxes and/or public charity. Not ideal, but better than the chaos of filth that is coming from doing nothing at all and letting people live and defecate on the streets.
The problem is that with homelessness comes many of the problems that caused the homelessness to begin with: drugs, drunkenness, abuse, mental illness, and/or a certain lack of interest in keeping a place tidy and free of crime. No, not all homeless have or cause these problems, but a significant portion do, and as we all know too well it's the old 80/20 Rule: 20% causing problems ruin it for the other 80%.
Let's say we have a homeless camping site with 100 spots, 10 bathrooms, 10 showers, and 24/7 staffing of 3 administrators/managers. If 20 (or even 10!) people are wrecking havoc, it will drive the other 80-90 good residents away and cannot be effectively managed by the staff available on a feasible economic scale.
I don't like calling a situation hopeless so I won't, but I think to some extend the homeless will be with us always. Sure, we can try to help, but ultimately some folks either don't want the help and/or there's not an economically viable way to provide it for everyone unless people do just start opening up their homes, and even that is iffy. How many of us are equipped to deal with someone with a mental disorder or drug addiction and are comfy leaving them in a house where our kids are?
There's a local group in my town called Eden Village that builds tiny home communities of 12-15 400 sq ft houses that homeless people can apply for and rent for a nominal sum, usually covered by Social Security disability which many of them have. Fully furnished, all utilities included, with a community center. They have 2-4 staff on site at all times, and the entire place is fenced with a locking gate. No overnight Guests allowed. Single folks only. Very rigorous screening process to get in. Zero tolerance for drugs. They can drink, but can't cause trouble or they lose their spot. I think that's about the best plan I've seen successfully implemented.
I tried getting involved teaching technology classes so folks could gain a skill and/or possibly get interested in taking some community college classes. Most of the time half the folks wouldn't show up and/or missed the class, so couldn't ever get anything going. I tried individual tutoring one person, but that didn't work out either. Couldn't get the guy to return my calls until a week later. I gave up. Maybe I shouldn't have. I don't know. --108.230.xxx.xx |

Here some parks were the police cleared in Toronto where it known that some of homeless have problems with alcohol, drug addiction and some with mental illness. The hostile relationship that governments have private rental housing providers makes the situation worse where eviction is the only option as action needs to be taken before where blame is placed on the private sector. It is better to cut off some the radical tenancy advocate groups where chairs actually own their own houses which they do not want make available to some of the homeless people. Giving half million a year to reactionaries who against affordable housing where that is one reactionary group alone. I remember the time I went down to housing ministers office when there was Progressive Conservative government in power in the province of Ontario where a few months later there was no longer any funding for those reactionaries. One of them a homeowner sold his house in Ottawa then moved to Toronto where bought another house as the city continued to fund to those reactionaries where the others had to find a real job as other municipalities would not fund them. --99.236.xxx.xxx |
