In my own house, the one toilet was the only thing backing up. We pulled the toilet and had the drain cleaned but they didn't find anything. I have heard of the insides becoming covered with calcium deposits so they snag "things" and hold them in place. It's a glazed ceramic but sometimes it gets crusty. I do feel that they are flushing something that is not flushable or that something went down, like a plastic bottle and it's stuck there and solids won't go down. Find a plumber with a camera to check. It can't cost more than replacement. My upstairs toilet is from 1948. Sometimes the trap may have partial blockage where eventually the toilet will continue block up. It worth to invest in Rigid toilet auger where can clear out blockage. A pressure flush toilet is less to block up as the force of the flush will be a lot stronger.
