I have purchased many "C" grade properties rented to low-income tenants and in need of repair. Since I speak several languages, I can listen to my tenants conversations thinking I don't understand, while working on their units. Here is a portal into their "money" strategy:
Husband comes home to his wife and 7 kids saying, "We're going to have an extra $200 at the end of the month. What should we do with it"? This was back in 1997, $200 then is worth $500 today.
This changed and back in 2002, when the couple determines there going to have $500 at the end of the month, they decide to buy a big screen TV on payments. Cost $2,995 with a $500 down and payments of $100 per month -- Total cost for a $2,000 TV, $7,000. --47.155.xx.xxx |

I wishes the schools and society/advertisement do outreach education on savings, ownership, and debts free. Unfortunately the government doesn't do that, and most follows.
I understands it would come from each family. Sadly, many parents are not aware and don't think like that and many are working long hours. It is a bit sad.

I don't understand people spending on purse(s) that costs thousands. The most I spent was $200 but the rest are less than $100. Even that, I don't have time to change various purses, just one at a time until it broke or another is function better.
I do spend on travel but economical. Spending a bit but budget on experience like riding a helicopter over Victoria Falls. I had a dilemma on that, and I was grateful and happy to be able to experience such. --173.79.xx.xx |

If current on rent, who knows, but either way... good for them. If behind on rent and it won't prevent them from getting throw out, then they either stash it for next deposit and 1st mo rent, or just do something stupid and wait for the next check to fall from the sky.
