These days, it's often hard to get materials (windows) or even find handymen or contractors that are not booked out weeks in advance. However, they should have at least put plywood over it until they can do the repair.

Did you notify your Section 8 people? If not, do that today.

If management has not done this, maybe you know a friend that might do it for you anyway.

I'm thinking that you have notified management. I'd call them everyday until it's done as this is a danger to you.

Also:

Never use your full name on a public forum (for your own security).

Also: Be ready and able to defend yourself as they may be back.

Last time I bought windows it took 8 weeks to come in. Normal, standard double-hung vinyl. Anything more special I was told 12 weeks.

I had something break a second floor window. Window guy came out and measured two weeks ago. Still waiting. I would go to Home Depot and tell them the size of your window and let them cut a piece of plywood to go over the glass. Then hammer in some nails to hold it. What does your lease say about broken windows?

Does your renters insurance cover broken windows?

You are bring up a very gray area.

It took me about 6 weeks to get the replacement windows made. You might want to take action to weatherize the place. It seems like your manager isn't excited about this matter......so one has to wonder why, unless there is a pattern going on. If there is a pattern, one would surmise that they should act, that is unless the manager believes YOU are part of that pattern.
