I am having issues with homeless people late night littering a place and another issue with tenants being slobs at another place. Trash AROUND the dumpster, raccoons, littering etc. It is duplxes so it is tough to figure out who.
What rea some ideas to encourage them to keep it clean and penalize them for littering? How can I haze the homeless? Bribe them to go elsewhere?

Found it is better to build a fence around the dumpster where the dumpster is out of sight so people who do not live in the building do not sneak up at night to dump toxic waste or other things. Other then building a large high fence around the building along posting no trespassing signs. Some malls have speakers with classic music where a lot of low life leave. --99.236.xxx.xxx |

I purchased a giant older apartment complex with all of the common problems. A central hallway with unsecured grounds. All of the tenants kids would play in the hallways leaving a mess behind. Some tenants instead of putting their trash in the dumpsters in the rear parking area, would simply leave their trash outside their apartment in the hallways. The mess, smell and problems were unacceptable.
So while I was in the process to correct these tenant issues, I did the unspeakable horrible thing. I employed someone to police and clean-up the daily mess. I gave them a camera to provide me with the daily evidence of the occurring's.
Then knowing who was causing problems I first had a meaningful conversations asking them to help out. Second time I'll issue a written warning. Third time I'd serve them with a "5 day notice to perform or quit". Meaning if they ever did whatever again, I could then evict them. So on the 4th occasion, I did a very public eviction teaching all of the other tenants there are consequences!
Then I put a fence around the property and you needed a key to get inside the building.
Imagine a totally irresponsible tenant teaching their child to carry a key to get into the building after school is out. At 3:15 PM, I'd see 20 kids waiting to get into the building because they either lost or forget their keys. --47.155.xx.xxx |

In areas where you have a homeless/drug dealers/bum problem, drench the area in ammonia. Use a gallon at least, daily. Run them off! Get the police on it and clear them out permanently.
For the trashy tenants, raise the rent by $50 a month each. Tell them it is to offset the extra cost of sending a worker around to clean up the trash area. However, tell them if you find the area cleaned up and no homeless/ drug dealers/bums around, you will give them a $50 gift card each month. Check often to assure compliance. If they don't clean it up and keep it cleaned up, raise the rent again, another $50 a month each. Keep doing it. Sooner or later they will learn (wallet training). --172.58.xxx.xx |

I like the ammonia idea for the people who park in front of my house and do things in their car and then leave fast food mess on the curb. My curb is very wooded and the dummies think no one can see them. Well I can't but everyone who drives or walks by can see them. I get to pick up trash. --108.24.xx.xx |

Here's what has worked well at my apartment building so far. Has reduced litter by 50%. Right beside the dumpster: Sign that says VIDEO SURVEILLANCE UNAUTHORIZED DUMPING OR LITTERING WILL BE PROSECUTED. Then, I put up dummy video camera ($10 from amazon) pointed right at the dumpster.
