What is going on?
I answered an ad in the local paper and received a response from the handyman who advertised.
He included his first name in the ad. Since he would be entering a tenants house to do the work, I asked him his last name. He refused to provide the last name. Said that he had plenty of work and wished me good luck.

If I won't let them in my personal house, they are not going into my rentals... and with that said, I know each and every person by name that enters my house.
Heck, living in a small community, I'm sure I know their grandparents and siblings too :)

Have to have him fill out a 1099 before going any further and a copy of his/her insurance showing up 2 date. --76.188.xxx.xxx |

Needing some day labors, I drove down to the local Labor Provider Location nearest to my project. Outside were workers waiting for the company to "find them a job". But inside are already 20 or so workers in a line waiting for their daily assignment.
If I go through the company, they do the paperwork and provide insurance for employee injury, at a higher cost. If I hire those who are outside, it's going to cost me less.
I step out of my vehicle with a clip board in hand and all of a sudden, you'd think I'm Brad Pitt, I get surrounded by people in need of work.
The first thing I hand out is a FORM with the information I need to fill out a 1099. I have with me a copy machine and request:
A drivers license (They all have cars)
A second form of ID with their current address
And a work permit
And something showing they work in the construction field.

Robert J, what is a work permit? what do you expect them to show you that shows they work in construction and why? --72.231.xxx.xxx |

Brad Pitt? That was hilarious, Robert J! A relative did something similar at a random local hardware store parking lot. The work was awful, and the people blew up the microwave oven after trying to cook a foil-wrapped meal.
melinda, I'm relieved that it didn't work out with the handyman. Perhaps you can look into referrals from friends, neighbors, or online very local websites? Best of luck.

Geez, what is the mystery? The guy is most likely collecting either disability, worker's comp, or unemployment and wants to keep collecting. --73.141.xxx.xx |

There are several different kinds of "work permits" issued in Los Angeles. Permits to employ minors (parents gave consent). Permits for illegals. Permits of non-resident.
Construction has many different levels. If you can operate a shovel, hammer, broom, then you are at the basic level. If you've worked in construction and can paint, hammer lumber together, lift, move, clean, etc, then you are at a second level. Then those who have the beginnings of a trade, such as a carpenter, painter, roofer, stucco scratch and brown coats -- then you can earn more.
When I pick up a herd of supposed experienced laborers in construction, over half will fail. When I leave for lunch, then off comes the gloves or goggles. When I return and see the violaiton, I don't ask them back for a second day. --47.155.xx.xxx |
