I am by no means an expert in this matter, but I don't have to be. It is the applicant's job to prove to me they are trustworthy and fully qualified to rent from me. If they cannot or won't, then "NEXT".
She must satisfy your criteria, which in my mind means she needs to tell you what are the reliable sources to check her references. If she has no references, then you get to decide if you want to roll the dice on her and take the maximum security deposit allowed by law in your state and/or require a co-signer who does meet your criteria.
This is like a job interview, and if you think of it that way it helps with these decisions. It is the applicant's job to show why you should be delighted to rent to her.

Yes, as JB[OR] said, how would even do a background check in a foreign country? Even something basic like checking landlord references, you would have no way of knowing if that person you were contacting was for real or not. Even if you get a huge security deposit, you still take a risk. You are basically hoping that the US gov't vetted this person properly.

It depends on where she comes from. How long has she lived in the Us where should have a green card to work legally in the Us. In Canada they call it a social insurance number just a different name then in the Us but it is same function. A passport can verify identity where depends on risk tolerance. If allowed in country by customs where a criminal record they would not allow in country. A lot also depends on the vacancy rate where if the vacancy is low then the risk tolerance becomes less. My screening for those folks: show me your pay stub.
I have NEVER had to evict or take one to court.
Sure, screen for what you can.
Do the 2 Minute In Home visit to their current home before final approval.
