Denver is proceeding rapidly on their way to insisting that landlords be licensed. Would love to hear opinions on this. My portfolio is not in the Denver area, but these trends seem to catch on and spread. Opinions?

Licensing is a cash grab where write some editorials in the newspaper where those costs are going to past on to tenants in higher rents then ask the tenants to vote for politicians interested in higher rents for tenants. In the city of Hamilton Ontario rental housing providers have fought the city numerous times about licensing as there are building and fire codes on the books that can be enforced. The worst landlord in Canada is the TCHC housing where if a tenant calls the building inspector they will not enforce or come out to inspect as one government agency will not prosecute anther government agency. View some videos on You Tube about TCHC housing where the extreme left wing socialists want slums to be the model for all tenants. Every view years the city wants to have a cash grab where it is brought down again. You can be sure if licensing fees are brought the cities are going to exempt themselves. --99.236.xxx.xxx

I remember years back that the City, County, State and Fed's all had their own stick to play with. When I needed to comply with an official violation, I couldn't do as they said, using their methods. The City and State wanted me to expose children to toxic substances just so I could get the job done within their 10 to 18 days. Since I'm a State Licensed Contractor with some Federal Licenses and some City Licenses as well, I had to do this the correct way and pay the $250 local fine, but not the Federal $37,500 fine per day. --47.155.xx.xxx

"Licensing" is usually a ham-fisted, one-size-fits-all Govt approach touted to make housing "safe" for everyone.

My town is pretty good toward land lords in general, but about 20 years ago they passed a law saying any building between 2-17 rental units had to register with a business license. The first year I "participated" was 2007, when the city sent me notices about duplexes I had bought the previous year. The cost was $10 + $1 per unit, so a duplex was $12, triplex $13, etc.

They sent out an "inspector" to look over our properties. At each one, they found a handful of things. Tiny stuff like, "This smoke detector needs to be no more than 10 feet away from the kitchen" when it was 12 feet away. Nothing serious at all. When we fixed the issues and let them know, they never sent anyone to reinspect. I could've lied and never done anything. Since that day in 2007, I haven't had a single inspection, but I still pay my yearly "business license" fee which is the same as always.

Denver is acting foolishly. Licensing will increase costs and reduce the number of people who want to participate in a business with more Govt intrusion, which will in turn drive up rental costs. They will probably then double down on bad decisions and enact rent control, which has failed so many times before and will fail again as housing units fall into disrepair and/or LLs sell to owner occupants.

Bottom line: within 5-10 years of enacting the rule, I expect homeless rates to increase and/or huge tax increases for Govt run housing projects, which themselves are often trash but operate with impunity.

It is in the Cleveland OH area along with a lead inspection project that costs over 800 per unit, even if you live in the upper of a double home both units must pass the lead inspection to get the license, tens of owners are selling while the market is doing well. I just met a lady with 1 less, she said the he%% with politician coppution, the movement is out of the city - Cleve troit as we warned them has began. --76.188.xxx.xxx

As clarification, this licensing, as I understand it, is NOT on the actual units, but on a landlords ability to act as a landlord. In essence, making landlords pass an exam similar to the ones real estate agents are required to pass. The push is to limit slumlords from breaking laws regarding discrimination, fair housing practices, etc. Personally, I still believe it will be corrupted in a matter of minutes, and will operate as a simple cash grab, which will, yes, increase the costs to tenants. That said, I have heard some incredible stories of property owners doing some goofball things that cause me to cringe. Not that licensing will fix that... --69.130.xxx.xxx

Mercifully, I am not in Denver either but I have experience with the City of Boulder's program which Denver supposedly mirrors.

A money grab, plain and simple. Costs to apply for license, you must use their approved inspectors. Now in Boulder, landlords pay a fee - called NEWR I believe - that is to a pool that pays for lawyers for tenants who are being sued by landlords! Expect that in Denver too.

Will this make housing better for tenants? Probably not. Colorado already has some good Warrantee of Habitability laws. The slumlords will ignore this rental licensing thing too.

Currently, the median rental price for a 2bdrm apartment on Hot Pads in Boulder is $2000, Denver is $2200. I expect that to go up. --74.121.xx.xxx

I can't think of too many things that gov't does effectively, so I'm not a fan.

I have been licensed in Indiana in the past and all it does is add cost to the contract/work.

I think politicians need to be reminded that these costs are passed on to tenants, so to the extent that they want "affordable" housing they need to limit such things.

Calculate the amount required to get licensed, which may include continuing education, and add it to your future rents. --99.92.xxx.xxx

Informing tenants from lessons in the past where does more government intervention improve things other then paying more rent. While there are substandard rental units there are building and fire code rules on the books to enforce. Here a town or city can fix the rental unit or house then pass the cost on to taxes so what does city or town need. If everyone rolls over then play dead then the punitive legislation is passed or fight it tooth and nail. Here government owned rental units have a very bad reputation for substandard conditions which is well below the level in private sector rental housing. If the extreme left wing tenancy advocates say housing is a right then why move some people into the houses they own then let them live rent free along with free utilities then see what they say. They should cut off funding then fund non profit rental housing. The trick they use is a small fee then every year the fee increases while they keep milking forever. --99.236.xxx.xxx

The license is to have units inspected as “habitable” meeting Denver code/standards. It’s a city money grab under the auspices of ensuring basic living conditions are being met, which as you said won’t get the slumlords to comply anyway. I’m in the city and it won’t affect me, but I am concerned about the continuous rising costs as regs create less affordability and more issues for families trying to make ends meet. The Socialist Democrats do not believe in private for profit rental housing where the purpose of rent control, free for all along with licensing was designed to bankrupt private sector rental housing providers. View some videos on You Tube about TCHC housing which has a bad reputation for being the worst slumlord in Canada along with building inspectors will not take action as this one government agency prosecuting another government agency along with no rent reduction for non maintenance as exempt from rent control. That is a tenant nightmare. Minimum standards are no loose or missing tiles or loose plaster where tiles or paint colour does not have to match.
