There is very little you can do except to request a copy of their mental health provider's recommendation that they have one. And note, it is "mental health provider". It does not have to be an actual doctor that gives them the letter, it can be any kind of counselor or even clergy.
What you can do is to screen carefully and reject them for issues not related to the dog, or kangaroo, or spitting cobra, or whatever else they need for their mental health --76.178.xxx.xxx |

I am speaking tongue and cheek. ESA do serve a purpose, but many of the folks that have them, really are the cream of the crop. If you are lucky enough to have a well qualified applicant with an ESA, just understand that the ESA serve a purpose --24.154.xx.x |

Make an appointment with your local Fair Housing director and get to know what they expect.
Right from MY Fair Housing Director’s instructions:
The only proof SHE will allow is an LMN - Letter of Medical Necessity from a LOCAL medical professional, signed within 365 days.
SHE said when it doubt contact her.
We now reply: Submit your documentation to us and we will have the the Fair Housing office review it. Reminder: state law carries a $5000 fine and possible jail time for falsifying a support animal.
They usually say no problem, just asking.
Not a make or break for me. Lots of internet articles tell applicants to try. No harm.
