Probably best to ask others who live in your building what their electric bill runs.

Your summer bill sounds high unless you’re using air conditioning but the winter bill is reasonable for all electric heat. But I don’t know your area and what the norm is. --75.89.xxx.xxx

Call me pedantic, but freezing is 32°.

If you're freezing at 69° then I suggest you see a doctor or move somewhere with a warmer climate. --98.229.xxx.xx

When is your lease up? If soon, i would exercise my right to move and leave that place to the landlord. Perhaps then, he can add Insulation and double the rent. Although your bill actually sounds cheap. --66.169.xxx.xxx
