If keys were not turned over than the person whom name is on the lease is responsible for the unit.
So short of going on Facebook and offering "mom to free to a good home", you need to deal with the folks who you have a legal contract with.

In Wisconsin, if a person has lived there 60 days, they are also your tenant. So, you have two tenants behind in rent.
