Subject: Creation of Landlord/Provider Database for the Indiana Emergency Rental Assistance Program (IERA)

Dear Landlord,

The State of Indiana will soon announce the opening of the new Indiana Emergency Rental Assistance Program (IERA). This program will be larger and more generous than the Rental Assistance Fund (RAF) that you took part in during the end of 2020 and early 2021. In addition to the possibility of assisting with the full amount of a household's rent payment, ERA will be able to provide assistance with utility payments. While RAF was limited to four months of assistance per household, IERA may provide up to 12 months of assistance. You are invited to visit IndianaHousingNow.org to sign up for a program announcement and for more complete information. This is the same site where your tenants can apply for the assistance.

As we prepare to launch the program, we are creating a database of all landlords and utility providers. Each landlord or owner entity will have a separate file which will hold payment information and tax reporting information to be used for all of their tenants' files. If we have a W-9 and a payment information form on file, we will add these documents to your file. If we need clean copies of the forms or if you would like to make any changes, we will send a reference request form from the Submittable system. In response to this reference request, you will be able to upload new forms. Following your instructions, payments will be sent to you either by direct deposit or by check. However, without your participation, checks will be mailed directly to your tenants, to be endorsed both by the tenant and by you, the landlord.

Eventually, we will be sending to you verification requests for each applicant who has listed you as their landlord. During this new program, you will be asked to provide a copy of your tenant's lease and a ledger showing the history of their payments and any amounts of past-due rent. Verifications will be requested and payments will be made every three months until the tenant is no longer eligible or no longer in need.

Please note: Several areas of the state are administering their own programs. If your tenants live in the city of Fort Wayne or in Elkhart, Hamilton, Lake, Marion, or St. Joseph County, they will need to apply directly to the applicable City or County agency.

This letter is to serve only as a very basic explanation of the process. More details and instructions will follow as we begin processing applications as part of this new program.

If I am reading this correctly, it sounds like each city is now going to assume the role of 'managing' your properties. Keeping a file on Landlords? This sounds good on the surface, but I'm thinking of all the new paperwork LL will have to provide and update and change with the city managing every angle. Socialism is growing so naturally.

So, do I evict the people who got $2000 rent from the state back in December but have not paid a penny since? Maybe the state will give them a year of rent??

Itís a new era with new rules.
