I got a response from prescreening today. This one was a gem. The woman says it’s none of my business what her income or her credit score is , as long as the rent gets paid. She says she has Section 8 so apparently that means she is already approved and does not have to answer any of my questions. Funny how she prescreened herself by refusing to prescreen. Oh, she did make sure to tell me that her aggressive breed dog was well trained , so the no pet policy does not apply to her.

Suppose someone wants a mortgage for a house where the bank will determine if there is sufficient income to buy a house along with having sufficient funds to maintain house in good condition. Also a thorough credit check is done where the way bills are paid will show the level honesty. Insurance companies run credit checks where those with bad credit pay higher rates or refused insurance at all. Secondly apartment living is apartment living where safety of the other tenants where vicious dogs can cause serious injuries or even worse. Those who get a cheque every month have a different mindset where they do not understand how the economy works where they are completely disconnected from reality. Suppose they let these people live in ghost town where no one would show up for work. Stores closed, no electricity or running water. One time had five apartments where rent was not paid where evicted one of the tenants where the other tenants felt they should live rent free. The tenants were buying illegal drugs where a thug came in the building with two vicious dogs where more then likely was carrying a illegal hand gun where violence is common. Every year there is a loss of life or injury with illegal drug related violence. Rent is priority where illegal drugs with criminals is not. There is strict gun control here where only in special circumstances a hand gun is permitted. The reality becomes apparent when a tenant is evicted where a tenancy is where rent is paid. Wow, what a "B". Once in a while I'll take a Section 8 tenant who's retired, old, in need of public assistance, educated, has pride, self worth and keeps a clean house. Not the ones showing up today! Drunks who passed a 30 day sobriety course, early release criminals, unwed high school drop outs with a army of brats.

So when I get unqualified applicants trying to rent my Grade "B" and "C" apartments, they clearly don't have savings, descent credit or a stable income to cover their portion of the rent and utilities.

SO I'LL GIVE THEM MY LIST OF VACANCIES FOR WHICH THEY DO QUALIFLY. Boyle Heights or South Central. Mixed use property in a commercial zone. 3rd floor walk up with no off street parking. No Laundry room. I had them a flier and then they laugh at me. For an almost "free" apartment, they got to have in unit appliances, parking for 2 cars, utilities included and an elevator.

I feel compelled to respond to Allym's post - in case a newbie is reading.

There is no way you CAN go forward with this one. She did not cooperate and complete the first step in the process. (In addition to her bad attitude)

Reason to decline? It sounds like you are assuming all applicants are acceptable, until you find something negative. This is wrong. You must start from a neutral position (or assume they are Unqualified) until it can be proven, by verifying the submitted information, that they are qualified.

Of course failure to apply is a reason to deny!!

If you are new to this, (all of us need to) be careful to discern the difference between the types of advice given. Give some thought to everything you hear & make wise choices.

No need to respond. She did not complete the prescreening so I will not be showing her the home. The form requests to complete the questions to set up a tour. She declined to give herself the opportunity. Besides, she has a pet and the no pet policy is clearly stated. I have no obligation to show a home to everybody that is interested. Incomplete application is grounds for not renting in my book. Just as not filling out a pre-application is a reason to refuse a showing. I have that statement on my application and it might be good to put on pre-application as well.

I agree with Lana [IN]'s assertion that lack of or an incomplete application can be grounds for dismissal. I also interpret a resistance to cooperate with a housing provider as a manifestation of their intent not to follow the lease terms or rules & regulations. Here's a case in point:

Just last week, during pre-screening I had an applicant ask whether I would allow her two ESA dogs - even though the unit was clearly advertised with a blanket "No Dogs" policy. Needless to say, I didn't bother to send back a response. --174.221.xx.xx

Well Ray-N-Pa, I would completely understand the situation and try to work with applicants if they had a service animal. That's a totally different situation.

With ESA dogs though? In my given set of circumstances,these particular apartments are small, with really no room for them - and especially for those that are the non-stop barking type. I'd have residents moving out on me in short order. These ESA declarations are fluid, and its regulations keeps constantly changing. Anyway,I've been convinced for a long time that it has been a gimmick for these tenants to avoid their pet responsibilities and to pay any pet rent. --174.221.x.xxx

I understand. Had one fill out my pre-screening. Moving from out of the area. Has a cat and BF has a service dog.

I asked a few questions. Turns out no current job. Planning to apply for one when they arrive. Strike one. No current job.

Did I mention they have a service dog AND a cat and really want a 2 bedroom under $700 a month, but are looking at a 1-bedroom for $515/month? yeah, no. Not happening. No job! --67.43.xxx.xxx
