We currently have a tenant who demands that we hire a certified worker to do any work at the house he rents. I would like to know if he has the right to insist on this? Certainly I hire a professional for electrical work and for other jobs that I thought needed a higher level of skill, but for some menial jobs I want to be able to hire a less expensive worker. Sounds like a high maintenance tenant. Would be best if you get rid of him. Be careful as this kind of people report to different city departments. For simple work I didn't see any requirements to have a licensed contractor. Best would be to consult your Permits City department what are the guidelines. I have one such tenant. She actually told me once she would no longer permit THAT guy I sent to repair damages her kids did (ripped a towel ceramic towel bar out of the wall and broke a window) because she thought he was rude. All he did was ask if she understood what he was saying because her English isn’t that good. When she didn’t answer he repeated it louder.
I explained two things, first I could hire a tile contractor and a glass company to do the repairs but it would come at two to three times the cost to her since she was responsible for her damages. Second, that guy is my husband who happens to own the house so if she can’t find a way to get along with him she can make arrangements to have someone else there when he needs to come make a repair or do maintenance.
And I had him apologize to her for coming across as rude although it pained him deeply. She is a major PITA. My plumber refuses to do work there if he has to deal with her and I told her if my contractors won’t do work at her house then she will need to move so she best work with them and their schedules (she has been a no-show and jerked them around).
Once I put my foot down, it helped. She is still unpleasant but more tolerable. --75.89.xxx.xxx |

I've had such tenants as your, wanting only professionals working in their rental. And I've had tenants from other landlords refusing my entry into their rental because I didn't fit their "vision" of a "professional". The tenant wanted to see someone in a Uniform, company logo and name tag.
With one of my tenants I explained who do you think remodeled this house? Who did the complete kitchen remodeling, bathrooms, flooring, windows, roof and painting? Mr. Good Wrench? Nope I did all of the above.
While I may look and act as a "handyman" to tenants, I am a bonified Licensed Professional with 6 trade licenses, mold and lead certifications and other credentials too... --47.155.xx.xxx |

That may sound harsh to some, but I have a business to run and if people do not want to be cooperative then I will find someone who is cooperative. Before you send that letter, if you like, you can try 1-2 attempts to explain that your workers are qualified to do the work and have always given you good results. You will only hire people whom you trust to do things correctly, and if/when a licensed professional is required you will hire one. Otherwise, Joe the Handyman can do basic stuff with no problems. If they persist in arguing or demanding, then I would have no problem handing them a copy of the letter above immediately, even if their current lease still has several months to go.
I used to try to accommodate everyone and make exceptions to my policies, but once I got over a certain # of units, people MUST comply with my procedures, or I will go crazy trying to cater to everyone who thinks they know how to run my business.
"Cooperative" is one of the highest criteria on my screening form, and during the screening process I am constantly paying attention to how people respond. Are they organized? Do they give me what I ask for? Are they thorough? Are they punctual? Do they make me chase after them for missing information? Are they cordial? Do they constantly question my practices? Do they nitpick the property or the lease terms?

Here it is uncommon for rental housing providers that do the work themselves instead of contracting out. It is not a matter of being cheap but rather making improvements with the least amount of money where labour costs are high. Tell the tenant they should consider buying their own house then they can hire the most expensive contractors. Most tenants are not aware what the costs are running a house like replacing a furnace, water heater, roof along with structural repairs. In the meantime they are renting a space where most rental housing providers hire electricians, plumbers and heating contractors who have the special skills to do that work. It is common here for a heating contractor to make $30 to $35 Cdn. dollars. One time meet a previous tenant at the shopping mall where he said before I was paying rent where there was money left over not as I own a house there is nothing left over. The tenant has been beat up pretty bad - possibly rightfully so. I am about process improvement - and what I am hearing you say is there is an inconsistency between your expectation and the residents expectations.

On DIY project was able to buy better quality ceramic and porcelain tiles then if contracted out. If one asks the tenant if they would to pay $300 to $400 more per month along with lower quality rental home or rental unit then the answer would be no. When a tenant buys a house then the reality hits where the cost of renovations and repairs is expensive. Everything in a building or house has life expectancy where better quality materials last longer. The radical tenancy advocate groups say it is the tenants money where that is true to a point where that money has to spent wisely. In the government non profit housing it is not there money where there is severe mismanagement of the rent money along with require massive subsidies where a rental building has a loss of around $100,000 per year. We had a set of tenants like that. They gave notice the day that we were preparing the non-renewal notification, huzzah! But they left behind so much damage that we used up their SD. They called to question that (won't ever answer a call again after a contested move-out - written questions only).
The conversation was bizarre. First, they said that they'd heard that our kids were being paid to do the cleaning and neglected yard work (our kids told friends who lived in the neighborhood), and that they would notify the authorities that we were in violation of child labor laws. Totally bogus - kids can work for family-run businesses, within parameters, here in PA.
Then they told us that we were too cheap to have a job done by professionals. I asked if they'd have preferred that we used professionals, who would have cost three times as much as the kids, and take them to small claims court for those costs. Lots of spluttering. --96.245.xx.xx |

My latest departing tenant was like that. She would actually lie about what was wrong to try to make it sound severe enough to send a professional immediately, and then when they'd arrive she'd ask them to do different things that she had never reported to me because she knew I'd have tried to repair them myself. I was having panic attacks before going over there every time I needed to because she was hostile to me being over there. I finally gave her a non-renewal notice Oct 15 and she was out on Nov 1st. In spite of the uncertainty of when I'm going to get it fixed up and rented out again, I'm glad she's gone. --75.142.xxx.xxx |
