Let me say that again...personal amounts.... not drug dealers. Instead of arresting, prosecuting and jailing people found with personal amounts of hard drugs, there are still financial penalties which can be deferred by going through an addiction program. People from Oregon are reforming the war on drugs in their state which has overwhelmed the legal system and is a boon to private prisons. They are redirecting funds from a broken system which does not fix the problem but fosters rinse and repeat to a new system that addresses treatment and future prevention. Problem for LLs is that many Ts in C class apts would rather pay the rent to the local drug dealer than the LL. The LL is competing for the rent - if your T turns into a druggie, then you have to evict and pay for an eviction because your rent went to the dealer so the T can get his meth or whatever. They didn't decriminalize it, they just defanged the law. Now, instead of prison you get a serious scolding. So instead of rotting in jail for years, you spend a couple of weeks in a rehab home. Easy, then you're back on the streets with clean clothes and a bath, buying your next dose of heroin.
Let Oregon become the US's toilet and attract all the homeless and heroin addicted so we can move them all in one place. If you can't get them off the streets, them move all of them to one street.

The neighbor to my property in the country is a heroin addict and stole my power tools so I have a hard time letting that one go. He has been in and out of jail numerous times and is currently out again and living with his mother that is next to my property. She keeps letting him live there. I guess she doesn't care that she is signing his death warrant.

Why is math so hard for you? Pump and dump through the legal system only costs more money. $50 per day, avg 18 months per drug incarceration, plus prosecution, police, etc... equals more than $30K. I think you are 10X over estimating the success rate. There are lots of stats that show under the best of circumstances, which this is far from, there is a 60% recidivism rate. You will be lucky to reach 5% with this program. What they have in fact done is spent the $30K on a program that will take a month to complete VS the previous program that took 18 months. When you do the math 18 X $30K is way more than 1 X $30K. I won't even go into the non-government costs in theft and insurance values. How many $ do you think an undeterred meth head can steal in the 17 months he is free to roam.

It's been my concern for a long time that people use drugs because they are being abused in some way. Stop the abuse and they wills stop using the drugs. I suspect sexual abuse for younger folks is the reason for painkiller use. It's painful and they have no way to fight it. I saw a story on tv where a young man was on painkillers and sent to rehab. His time there was up and his grandfather went to pick him up. They stopped at a rest stop and the kid went in. He took too long so grandpa went in to check. The kid was dead in the bathroom. This is good in theory but the truth is whatever treatment these people get from the state will be short and cookie cutter--not what hardcore drug addicts need. It's unlikely any of them will get clean from this, especially if they are living on the street.
This seems more like a make work program that will enrich the rehab facilities that have contracts with the state and these people get funneled into. The money is from pot taxes. the war on drugs is over...drugs won. just as we saw bootleggers made rich during prohibition (including my irish immigrant granddad who ran hooch for Kennedy in upstate new york) the current prohibitions have made billionaires out of pure criminals. take the profit out and the crime goes down. when prohibition ended my granddad cried...then he went and got a job. a pack of smokes in calif is about $10 bucks much of which is taxes. you can buy tax free smokes in tijuana but no one smuggles them because the profit is not big enough.
jailing people for drugs has not worked...in fact you can get all the drugs you want in prison and they were sometimes keistered up a guys you know what. i've never been that eager for a hit.
another good part of this is that now the nuts in portland can go get stoned all they want and maybe stop launching debris through store windows.
they will also be using some of the newly legalized stuff to treat PTSD veterans...they have had legit and very good results for these guys. just as i will not deny a disabled or PTSD vet his service dog i will not deny him or her what ever drugs they need to get by and recover --75.80.xx.xx |
