I've seen some topics on here where people have spent quite a bit of money doing this.

When do you know it's time to do this, and is this more of a northern climate thing to do this? I am not convinced that tenants down here care about window quality unless they just won't open or close anymore. I've never had any complaints about high energy bills due to old inefficient windows.
