A cheap furnace filter does little to prevent microorganisms, pet dander, small dust particles etc from circulating throughout the rental. I give my tenants a choice. Free junk filters that you can read a newspaper through the fibers or bulk M13 Merv filters that will capture particles including smoke. Local Tru Value Hardware is where I get mine. I get the blue or white ones and change them more often. I did not change as often this year after covid and heater guy said there was dust around the blower motor. I've always used the cheap fiberglass filters, usually get them by the pack at Walmart. My HVAC guy has told me repeatedly to use them. I asked him about being able to see through it and he told me that the airflow across the fiberglass creates an electrostatic charge that causes the dirt to stick to it. Also I should mention the 4" filters are much more expensive, especially if you buy them at a big box store....about $25 per filter. But if you buy online and get large quantities, the shipping becomes small on a "per filter" basis...for example Supplyhouse.com sells 16" x 25" x 4" filters for $9 each...so if you had 5 houses and bought 4 for each house, that would be $20 and the shipping charge would probably only be about $1.25/filter. I only have one unit with the 4" filters, so I buy them at Lowes and they are about $40 for a 2pack...$20 each. The old style filters with a cardboard frame containing a hole filled metal facing & fiberglass media are about all that can be used unless your system was designed to handle the increased static pressure from more dense filter media.
