State Specific Question About: MARYLAND (MD)

I posted a "Notice to Quit" to end a lease on a tenant (month to month) in August. They are using the CDC affidavit and they don't meet all the criteria.

Since I am evicting based on ending a lease and not failure to pay, can I move forward?

My attorney is hesitant bc the CDC mentions a 100k fine. Has anyone evicted here recently in light of this? --173.225.xx.xx
