Just heard that LA Mayor, Eric Garcetti announced yesterday that he will authorize the city to shut off water and power services to residents who hold large gatherings that violate COVID lockdowns.
Here's the retaliatory comeback LA LLs have been looking for. If your rental is in LA, and your tenants refuse to pay rent for months, report them for having large gatherings and let the Mayor shut down their utilities.
Perfect. Let the city retaliate for you.

I DON'T think anyone understanda what this means if the "Party House" is at one of our RENTALS!
First, if my tenant is throwing party's, I can not evict them if they "claim" a pandemic issue, at least for the next YEAR!
Second, if the City has the water and power turned off, the landlord is not allowed to have a tenancy without vital services. The landlord will be ordered by Housing to restore services at the landlords cost. If the landlord won't comply, they will go to Jail!

That could be looked at in several ways.
1) Could be an option for the LL to use to get a tenant out.
2) It could create a bigger problem to where the tenants just stay there with no utilities and really make a mess of the house.
3) The people who own these homes and are throwing the parties will be looking to sue the city for taking away there rights.
4) The house owners are probably the ones who are throwing the parties and not tenants.
5) It could also come back on the LL as the city would probably have some way to blame the LL and fine them for some reason, after all it is CA.

Yes 6 X 6. It's not that I'm so clever, I'm up against the Government and when it come to policy making and enforcement, the people handling this are bureaucrats -- not landlords, property owners or investors.
