Tenant literally texted ME saying this this afternoon, because I went over there yesterday to help her fill out her financial aid forms, and then hand delivered them to Community Resources. While she hasn't paid any rent this month, is a week past her 5 Day Pay or Quit moveout notice (which she tore down) and I'm paying her utilities.

I texted back and explained to her I am trying to help her by getting her financial aid to cover the backrent she owes- and she's not making that easy.

I think she thinks that because of the Cares Act, she is entitled to free housing. If so where is she getting told this?

Her plan all along has been to squat no-pay with COVID-protection then bolt on the 31st, leaving me with an unpaid rent balance. "Good luck collecting, sucka!"

Since all financial aid requires her to sign for & apply, I've been trying to coax her into doing it now while she's still in the apartment. I have yet to hear of any financial aid available now Landlords can apply for themselves.

SO I have to deal with the devil to get out of hell.

I know she has the rent since her 'paycheck' is Social Security. She doesn't work.

Illinois just passed another month extension of the Deadbeat Protector Moratorium thru end of August, so she has our billionaire governor on her side, and free lodging to boot.

Must be nice. If this keeps up maybe I'll just sell everything and go start renting myself.

As far as an Eviction Attorney, I can't afford one. I can't even pay her gas bill. Maybe if I had rent money coming in.....

Don't believe a word of it. You can't help some tenants.

File the eviction papers as directed by the local Magistrates office and be done with it.

I wonder, what if you had in your rental agreement a separate clause, with supporting paperwork, that gave you limited power of attorney to sign necessary papers on her behalf to file for renters assistance?

She seems like a scammer but some people might be confused and overwhelmed and when they get that way they do nothing.

Maybe I should include this signed consent into the standard lease somehow, for future tenants.

Might not be a bad idea in a brave new COVID world where only tenants can apply for aid and tenants can't be evicted whether they choose to pay rent or not.

Good lord man. All I was doing was trying to get her financial aid application filled out, so I can get the rent money before she leaves.

I DON'T want to talk to the tenants, and have always talked to them as little as possible.

But Community Resources will not allow me to apply, only the tenant. SHE HAS TO FILL OUT THE FORM.

I think you're not reading my posts very carefully lol.

Her talk about being harassed is complete B S.

Just like when she lied about applying back in June.

Surprise, tenants lie. They make things up.

If that one remark of hers swayed you, you may have more issues with yours pulling a rug over your eyes coming.....

Your intentions were to be helpful but if you know full well she hasnít been affected by COVID being as her income hasnít changed then you know she is simply choosing not to pay the rent. So why would she want to apply for assistance when she likely wonít qualify for it anyway?

JKJ, Illinois is under a COVID indefinite eviction moratorium. That means she CANNOT BE EVICTED.

She knows that, and has literally texted me "I can't be evicted, so just leave me alone (and let me live off you for free)."

I'm sure you can appreciate the novelty of that situation, which is something I have never encountered before.

I only have 3 tenants. I have two other tenants who may try this next, so I need to know what to do.

She is leaving on the 31st for a larger apartment, and plans to take off without paying. She will give no employment information so I can't collect once she is gone, its going to be too late. I have to do something NOW.

I need July's rent desperately to pay the utility bills.

Please read: I can't fill out eviction papers, because the Circuit Clerk's office does not have the forms to fill out, they are withheld on governor's order.

I called the governor's office 3 times, and they never call back, I just get an answering machine.

That was the whole purpose of the thread.

If someone is from Illinois and has been through this, please advise. Thanks.

Triplexer you are putting yourself at additional risk with your behavior. My state order specifically prohibits Landlords 'harassment' of tenants during this time. What you are doing (even if you don't see it, other do) is clearly walking a harassment line.

If you are paying utilities, I would call them up and cancel all of them. It will now be up to her to take you to court over it. Let her not bother you instead of you not bothering her. It may not be 100% legal, but I would do it anyways.

The problem is with a triplex she may not be able to turn off the service to just one unit. If they were separately metered she wouldnít be paying them in the first place.
