Tenant is now questioning the use of a plumber, as specified in his rental agreement, to annually clean out and inspect the vent for the dryer. This has always been at the tenant's cost, with due date for verification at the end of every August.

Tenant wants to use some kind of air duct cleaning specialist who also does this kind of work (apparently it's cheaper). Tenant's plumber that he's used has since moved out of state.

Also, would a vent specialist even be licensed? Don't they just do HVAC and stuff like that?

This is one of those costs that you shouldn't play around with. If you make a tenant pay for something, the changes are they will never get around to doing it. On the other hand, the chances of a lint fire in a slogged dryer duct is great.

A tenant in a friends rental experienced a dryer vent fire and burned down the garage. The tenants two vehicles were in the garage and were a total loss. Who do you think paid for the vehicle replacements?

The tenants vehicle insurance paid the tenant for the loss of their cars and then went after the landlords Fire policy. In the end the owner policy was cancelled and he couldn't find reasonable insurance thereafter. --47.156.xx.xx

I would imagine the air duct cleaning specialist is fine.

When we had an incident at my house, State Farm brought in an Air Duct Cleaner. (normally I say it is kind of garbage, but we actually needed it).

I saw what they used.

Depending on the length of the dryer vent, you might also simply get a kit from RepairClinic. We bought a LintEater to try out. It works for most of my places, although not the newest 8-plex (the runs are too long).

Robert, we've made this inspection an annual requirement embedded in the terms and conditions of the tenant's rental agreement.

The tenant has this done every year, but now I think he's trying to cheap-out. The vent specialist he wants to use is not licensed by the contractors state licensing board ( I just looked this up by business name and by owner's name).

It's also a requirement that we verify FIRST that the plumber is a licensed plumber prior to our giving written approval, and we require a copy of the paid invoice.

I've not heard of any licensing with them. Heck, in my area, plumbers and electricians are not required to be licensed.

You don't need a specialist for this, handyman will be able to do it. I don't think someone needs to be licensed for it either. I don't put a lot of stock in licenses. It is more a revenue source than an indication that someone does a good job. --108.4.xxx.xx

The voice of wisdom here is Robert CA. I'd make this the owner's responsibility here and add the $10 - $15 /month to the rent. It's about prudence, not about defeating a tenant who wants to cheap out. It's naturally inherent in many tenants to cheap out over things like this.
