Are you familiar with with the Wisconsin Rental Weatherization Program? Since Jan. 1, 1985 rental properties have to meet certain energy conservation standards when the ownership transfers. If you bought your property after that date, you do need to meet the standards. One of the standards is "Windows must be double glazed or equipped with storm windows." There are many other requirements, and also exemptions, far too numerous to list here. You can get a copy of the brochure from the WI Dept. of Commerce. Does every landlord comply with all the weatherization standards? I doubt it. Technically, you have to have an inspector (whom you have to pay) certify the house. Penalty for not complying is $500 per unit. Unless a tenant is reporting you, I don't think you'll be questioned. However, on two of my WI houses, we were given the documentation at the closing and thus had little option but to comply because the Register of Deeds in the county would not record the transfer unless we met compliance. --76.222.xx.xx
