I have nice place that I am considering selling to pay down some debt. The place can be ready to sell in roughly 20-30 days. I am expecting to make roughly 60% on this place from what I paid for it just five years earlier.
There is one concern that I have though. There is some peeling paint on the exterior of the block foundation. Looking at the next 10 day forecast, the high will be only 37 degrees outside.
How does one tackle the issue of the peeling paint.in the winter time? I am selling this place because it was a scheduled vacancy from my first resident there. I really don't want to wait till it warms up to 50 degree outside to get this tackled. I am selling this place because it is vacant now and the market is screaming for more listings. Waiting two or three months doesn't make any sense. This place is a class B place in a class B location. It could get rented in a matter of probably two days, but the cash flow isn't as solid as I would like as it is a cash B unit - with some peeling paint

Scrap all peeling paint off. Then use a Bonding Primer (I use Valspar) on your block wall. Allow to dry for 3-4 days at above 32 degrees temps. The re-paint the wall if you want a color other than white. --68.63.xxx.xxx |

I would certainly scrape off any loose paint. Peeling paint is not a selling point. At that point, see how it looks. It may be one of those things that a buyer would not care about because they like the inside.
There are stone look vinyl sidings that might work to cover it. Painting between now and spring is going to be iffy. Even if the air temp goes up enough, is the block itself warmed? I can't imagine it would cost a lot to repaint it, but you could always offer a credit toward a painter to do it in the spring. --108.4.xxx.xx |

Trying to get paint to stick in the cold reminds me of the throwing jello stories, some sticks and you pickup the stuff that didn't and throw it again, first you have to get the surface prepped to hold the paint, makes tarp and torpedo heater sound sensible. --76.188.xxx.x |

Scrape off the peeling paint and clean it up and get rid of it,list the property and get an offer,either buyer or home inspector will ask for it to be painted so then you can explain that you can give them a credit and they can do it or you can do it when it warms up and gets closer to a closing --72.231.xxx.xxx |

Lets hope you get a break in the weather, meaning temps are above 32 degrees. If you have a pressure washer or rent a pressure washer and use the high pressure rotating tip to remove the peeling paint as well as clean the foundation wall surface. Once you finish painting you can use a mulch to cover up the area around the house and it will give it some nice curb appeal as well.
Then use a concrete paint or a bonding primer then finish coat the foundation. Talk to your local paint store for the best option for the temps you are dealing with at this time of year. --99.56.xx.xx |

Scrape & prep the wall, use sunlamp type heaters (like those used in body shops) to prewarm the surface before priming. Then keep the lights on will the primer cures & do the same thing for the finish coat. You could also tent the area & use a space heater to keep the area warm until the paint can cure. Use peel stop as the primer. It sort of glues down the edges of the peeling paint you cant get off.
Pressure washing with a turbo nozzle works good. But use a moisture meter ($25.00) and wait maybe weeks for it to dry. Or it will peel again. Block is still porous. --73.152.xx.xxx |

I have used the Peel Stop primer RR78 suggested. It does work, however, it is also expensive too. Peel Stop is a very thick primer and has the consistency of mayonnaise. --68.63.xxx.xxx |

From the research I have done,
Exterior paint typically has a lower temp level for application. Some as low as 34.
In the end, it is much like Vee described.
I talked to a roofer and asked him how they deal with the weather and they create small tents --72.23.xxx.xx |
